Overview
The Facility Manager is responsible for overall day to day maintenance and security operations, kitchen services, and trades and technical programs ofYouth Justice Detention and Custody Facility for Ray of Hope. This position keeps and practices the Ray of Hope Mission, Vision and Action Statement through a psychologically safe leadership and trauma-informed approach. This position is responsible for compliance with the CYFSA (2017) and the Ministry of Children, Community and Social Services (MCCSS) Regulations as it applies to safety and security of facility physical infrastructure. The Facility Manager ensurescompliance with company policies, standards and procedures to ensure efficient and safe functioning for young persons in our care and employees. This position will promote and foster the principles of Community Protection, Competency Development and Accountability throughout all programming.
Specific Responsibilities
- Adhere to and educate staff on specified Ray of Hope policies and procedures and MCCSS regulations that outline safe work practices such as Food Services, Community Access, Emergency Procedures, Security and Controls. Ensure staff and persons we support are informed of changes relating to them
- Ensures a healthy and safe work environment for staff and supports them in their duties as outlined in the Occupational Health and Safety Act, inclusive of psychosocial safety. Works the Health, Safety and Training Associate
- Makes critical and sound decisions during emergencies or potentially dangerous situations; and informs Director of Services of concerns as warranted
- Reviews risk assessments pertaining to security activities and deployment practices
- Maintain inventory controls for security supplies, equipment, devices, and materials
- Gives oversight of security surveillance cameras, keys, fobs (Access Control Readers) and static security measures (e.g. Morse Keywatcher software)
- Conducts regular inspections of the Secure Detention, including reviewing maintenance and security logs, kitchen inventory and supplies, inspection records, and other data. Identifies faulty operations, defective equipment / materials, makes recommendations for corrective action and tracks completion to ensure department compliance
- Responsible for oversight of Employee Detection program (contraband smuggling control)
- Coordinate and ensure effective searches of person, facility and property are conducted as per internal Policy and Procedures and MCCSS standards
- Responsible for oversight to general building and property maintenance including but not limited to maintaining HVAC (heating, ventilation, and air conditioning), electrical, plumbing and mechanical systems and equipment within appropriate scope of certifications/registrations
- Ensure all property, equipment and vehicles owned or leased by Ray of Hope are maintained in a manner that meets all local codes, OH&S requirements, and any ministry licensing standards
- Establish and maintain collaborative relationships with Vendors and Contractors community partners, funders and other organizations to help achieve the goals of the programs
- Organize and set priorities for Maintenance Coordinator all preventative maintenance work orders, maintenance requisition and scheduled work
- Report to Director of Services for approval of all aspects of building maintenance requirements for all new construction, renovation or updates to current systems
- Identify emerging opportunities and establish partnerships in the apprenticeship/trades sector to help youth successfully reintegrate back into society
- Responsible for the approval of time reporting, leave requests, and expense claims of direct report accountable to the Facility Manager
- Organize invoices for accounts payable
- Other duties as assigned
Qualifications
Education
- Completion ofpost-secondary education (Minimum 3 Year Diploma/Degree) or
Experience
- A minimum of 5 years Youth Justice experience including supervisory experience
- 3 5 years post-secondary experience in construction/trades or business operations field
Certifications
- Understanding and Managing Aggressive Behaviour (UMAB) Certificate an asset
- Standard First Aid Level-C CPR & AED or willingness to obtain prior to employment
- ASIST training an asset
Knowledge/Skills/Abilities required to be successful in this position
- Familiar with policies of the Ministry of Children, Community and Social Services, Child, Youth and Family Services Act, Youth Criminal Justice Act
- Knowledge of local and provincial workplace compliance regulations, ordinances and legislation
- Excellent writing skills including proper spelling, grammar and punctuation
- Demonstrated ability to motivate staff team to ensure they work productively, cooperatively and with a sense of satisfaction in their work
- Excellent communications skills, able address a variety of audiences
- Proficient in Microsoft Office (Word, Excel and Outlook)
- Proficient in reading, writing, speaking and comprehension in the English language
- Proven experience with vendor/contractor relationships, oversight and the business aspect thereof
- Proven supervisory skills
Requirements
- Vulnerable Sector Check/Police Check
- Valid, unrestricted Class G Ontario Driver's licence
- Ministry of Transportation Drivers Abstract through Service Ontario
- Employment Medical Form including immunization record and fitness assessment
- Statement of Faith Agreement bonification

- This position requires the person to consistently work with and around others
- Incumbent will be required to physically intervene with aggressive male youth using an approved restraint program
Work Contacts
- The Facility Manager will have significant contact with internal parties such as Maintenance Coordinator, Security Officers, Kitchen Services staff and other members of the facility staff. They will also have contact with youth in our care, community professionals such as Police, Probation Officers, and Contractors, etc.
