Job Description

Reporting to the Director, Diagnostic Imaging & Laboratory, the Manager, Laboratory Quality, Safety and Pre-Analytics plays a critical leadership role in ensuring the delivery of safe, effective, and patient-centered laboratory services. The primary purpose of this position is to develop, implement and sustain a robust Quality Management System (QMS) that ensures regulatory compliance, fosters a culture of continuous improvement, and strengthens safety practices across laboratory services. The Manager also provides operational leadership for pre-analytic services, including specimen collection, ensuring timely and accurate diagnostic testing.

Leads the development, implementation, and maintenance of a comprehensive Quality Management System (QMS) aligned with regulatory and accreditation requirements (e.g. Accreditation Canada). Monitor and report on quality indicators, non-conformities, risk trends, and lab performance metrics. Lead internal audits and external inspections; oversee documentation and timely corrective actions. Facilitate ongoing staff training and competency assessments on quality and compliance topics. Oversee and monitor all aspects of proficiency testing. Design and deliver education programs on Quality Management Systems, quality improvement, and laboratory safety. Develop and implement student and new hire training for all areas of Laboratory operations. Lead quality improvement initiatives and chair Quality Management Review meetings. In collaboration with interdisciplinary teams, this role promotes excellence in clinical practice through quality-driven education, staff engagement, and system integration. The Manager serves as a key liaison for internal and external stakeholders, representing Laboratory Services in initiatives that enhance service delivery, risk mitigation, and alignment with hospital values and strategic objectives. Develop, implement, and enforce safety programs and policies in accordance with regulatory and accreditation requirements and hospital guidelines. Oversee regular safety audits, risk assessments, and emergency preparedness drills to support a safe working environment. Promote a proactive culture of safety through education, leadership and accountability.

Oversee daily operations for specimen collection, labeling, transport, accessioning, and referred out testing in collaboration with Charge Technologist. Manage OTMH laboratory assistant staff in phlebotomy, Core Lab and Microbiology. Ensure comprehensive training, scheduling, and performance management of pre-analytic staff at OTMH. Optimize workflows to support timely and accurate test processing. Ensure full compliance with patient safety, confidentiality, and infection prevention standards. Collaborate with clinical and courier teams for timely and compliant specimen delivery. Coordinate with IT and LIS teams to optimize workflow and system integration, enhancing operational effectiveness. Manage staffing activities including recruitment and retention of qualified staff. Perform other related tasks as required and assigned.

Qualifications
  • Undergraduate degree in Clinical/Administrative field required and general registration with College of Medical Laboratory Technologists of Ontario (CMLTO)
  • Post-graduate continuing education in management skills, e.g. financial management, conflict resolution, decision making required
  • Master's degree (MBA, MHA) an asset
  • Superior knowledge and understanding of Laboratory practice, professional practice and Institute for Quality Management in Healthcare requirements, Accreditation Canada, legislative and regulatory requirements pertaining to laboratory practice and operations
  • Demonstrated experience in quality management
  • LEAN or equivalent training preferred
  • Minimum of 6 years of experience in progressively responsible leadership and management roles in Laboratory Services (Hospital/Private Laboratory Healthcare Settings).
  • Experience working in a unionized environment an asset
  • Broad knowledge of the CMLTO Standards of Practice and Guidelines for Laboratory professionals.
  • Proven management skills including financial, human resources, quality management, change management, evaluation, planning and utilization.
  • Proven ability to critically analyze issues, conceptualize and implement solutions.
  • Proven track record of successfully facilitating activities to improve processes/services
  • Proven track record to engage and empower others to work towards a common goal.
  • Superior verbal and written communication skills.
  • ·Well-developed negotiation and conflict management/resolution skills.
  • ·Self-directed, highly motivated and capable of handling multiple priorities and demanding timelines.
  • Demonstrated ability to effectively represent laboratory services and across the continuum of care.
  • Proven mentoring and coaching skills.
  • Experience with planning, implementing and evaluating service delivery methods
  • Experience using quality management systems with an understanding of how to develop measurements and benchmarks
  • Project Management experience preferred.

Additional Information

Status: Permanent Full-time

Hours: Monday to Friday 7.5 hour day shifts; 0800 - 1600 (Hours are subject to change based on operational needs)

Salary: $53.083 to $65.767 per hour
