Construction Permit Officer
What is the project?
The Pickering Nuclear Generating Station refurbishment program involves designing and building a new deep-water intake in Lake Ontario to improve the plant's cooling system. This will involve:
- A5 km-long tunnel, built by a pressurized TBM (10.15 m diameter slurry TBM).
- Two vertical shafts (onshore and offshore).
- An offshore modular intake structure, resting on the lakebed.
The project is distinguished by its proximity to an active nuclear site, requiring rigorous standards of safety, planning and coordination.
What you will do:
The Permitting Officer will be responsible for managing and coordinating all permitting activities. This role involves ensuring that all necessary permits are obtained in a timely manner, maintaining compliance with local, state, and federal regulations, and facilitating communication between project stakeholders and regulatory agencies.
Concretely, your tasks will be:
- Identify all necessary permits required for the project, including construction, environmental, and operational permits.
- Prepare and submit permit applications, ensuring all required documentation is complete and accurate.
- Track the status and manage the coordination between the various project departments for the preparation of the permits as well as the KPI reporting internally prepared.
- Follow up with regulatory agencies as needed to expedite approvals.
- Ensure coordination with the subcontractor designer (AECOM).
- Ensure compliance with all local, state, and federal regulations related to permitting.
- Serve as the primary point of contact between the project team and regulatory agencies.
- Facilitate communication and coordination with local municipalities, state agencies, and other stakeholders.
- Attend meetings with regulatory agencies and represent the project in discussions related to permitting.
- Maintain accurate records of all permit applications, approvals, and related correspondence.
- Prepare regular reports on the status of permits and compliance with regulatory requirements.
Your skills:
- Previous experience in permitting and regulatory compliance for large-scale projects, preferably in the Ontario Area.
- Understanding of local, state, and federal permitting regulations and processes.
- Ability to proactively and effectively communicate with regulatory agencies, project stakeholders, and team members.
- Highly organized with the ability to manage multiple permit applications and deadlines simultaneously.
- Attention to detail and accuracy in preparing and reviewing documentation.

Subsidiary of the VINCI Group, Janin Atlas is involved in large-scale construction and civil engineering projects in Canada. The headquarter of Janin Atlas is based in Montral, Qubec. We are currently involved in two major construction projects in Ontario valued at several billion Canadian dollars.
