Job Summary

The Director, Membership is responsible for the day-to-day operations for membership admission and plays an integral role in protecting the public and upholding the public's confidence in the CPA profession. This newly created role will support the Vice President, Student Enrollment & Membership to address emerging membership regulation issues and to maintain effective membership regulation. This role works closely with the Membership Committee on policy and operational issues to administer a fair process to endeavour to only admit members in CPABC who are suitably qualified and of good character.

Key Responsibilities:

Strategic Policy Development and Implementation

  • In partnership with the Vice President, Student Enrollment & Membership, establish department direction and goals, ensuring strategic alignment with CPABC's mission;
  • Support the Vice President, Student Enrollment & Membership with research, report writing and approval processes to address emerging policy issues; and
  • Effectively develop, communicate and implement policy changes and improvements, with an eye towards the future state of the profession.

Operations

  • Oversee day-to-day operations of the Membership Regulation department, including membership registrations and annual membership dues
  • Promote fair regulation in accordance with the CPA Act, Bylaws, and Bylaw Regulations;
  • Oversee complex membership applications (e.g. special circumstances, good character matters, etc.) and make determinations on requests affecting applicants as required;
  • Lead, coach, and develop membership registration staff to maximize team potential and effectiveness;
  • Plan, evaluate and report on membership regulation activities, including preparation and support of operating plans and budgets;
  • Prepare and review Membership Committee meeting materials;
  • Work closely with the Membership Committee on any transformational or complex items affecting membership to CPABC;
  • Contribute to the effective regulation of admissions and membership through collaboration with relevant stakeholders, committees and national bodies; and
  • Review and edit regulatory membership communications and website content.

Other Projects & Strategic Initiatives

  • Foster a culture of innovation and continuous improvement within the Membership Regulation department and manage any improvement initiatives with respect to policies, procedures, and systems, for effective membership regulation;
  • Provide support to other CPABC departments in their projects, as required;
  • Meet regularly with other provincial CPA bodies, the CPA Western School of Business, and other CPABC departments to collaborate and increase effectiveness and efficiencies; and
  • Actively participate in national initiatives related to membership matters.

And other duties and responsibilities as assigned by the Vice President, Student Enrollment & Membership.

Key Requirements:

Knowledge and Experience

  • CPA designation or Law degree required;
  • Ten (10) plus years of progressive and dedicated experience in Regulation, Administrative Law, or similar functions;

Demonstrated Skills and Abilities

  • Proven ability to interpret legislation;
  • Objective, fair and open-minded approach to work;
  • Cogent verbal and written communication skills;
  • Strong research and analytical skills, with the ability to conduct detailed analysis of information with a high degree of attention to detail;
  • Excellent problem solving skills, with the ability to diagnose problems thoroughly to implement effective and sustainable solutions in a timely manner;
  • Strategic minded with an ability to plan ahead and pre-empt unintended consequences;
  • Diplomatic and tactful, with the ability to deliver difficult messages when necessary; and
  • Ability to work independently when required with strong teamwork skills and a collaborative working style;

Preferred Knowledge, Experience, Skills and Abilities

  • Familiarity with the CPA Act, Bylaws, Bylaw Regulations and the Code of Professional Conduct would be an asset;


The starting annual salary for this position is between $132,400.00 and 157,200.00 per annum, based on candidates' qualifications, experience, and internal parity. Exceptions may be considered with further review.
