ACCOUNTABILITY STATEMENT:
The Learning Development Specialist designs and delivers training strategies aligned with organizational goals, enterprise projects, and compliance needs. This role will focus on ONTC's onboarding and orientation by developing structured learning pathways, system training programs, and certification processes to ensure employees are equipped for both daily operations and broader initiatives. The Specialist collaborates with project teams, consultants, and internal stakeholders to deliver impactful training that supports organizational growth and transformation.

MAJOR DUTIES/ RESPONSIBILITIES:
- Design and deliver learning strategies and onboarding programs aligned with organizational goals, focusing on effectiveness, knowledge transfer, and employee experience.
- Assess training needs and lead the development of scalable, repeatable, and measurable training programs that meet organizational, departmental, and regulatory requirements.
- Collaborate with internal SMEs, consultants, and stakeholders to create structured training roadmaps and competency-based learning frameworks.
- Develop and maintain digital and in-person learning solutions, including e-learning modules, virtual classrooms, and gamified content.
- Continuously evaluate and improve training programs using feedback, KPIs, and performance metrics.
- Manage compliance and certification training, ensuring timely completion and accurate documentation for regulatory reporting.
- Maintain and enhance the Learning Management System (LMS), integrating content libraries and supporting enterprise learning initiatives.
- Partner with Talent Acquisition, HR, and Operations to support onboarding, internal mobility, and career pathway programs.
- Provide instructional design support and lead train-the-trainer initiatives for large-scale change projects.
- Stay current with industry trends to continuously evolve training methodologies and tools.
- University degree in Human Resources, Business, Organizational Development, Adult Education, or related field
- 3–5 years of recent experience in:
- Applying adult learning principles and instructional design methodologies
- Delivering training via virtual platforms (e.g., Zoom, MS Teams, Webex)
- Managing regulatory and compliance training (e.g., safety, accessibility, certifications)
- Using e-learning authoring tools (e.g., Articulate 360, Adobe Captivate, iSpring Suite)
- Applying data analytics tools (e.g., Power BI) to evaluate training effectiveness
- Experience in highly regulated industries (e.g., transportation, public sector, utilities) is an asset
- Certified Training and Development Professional (CTDP), Certified Professional in Learning and Performance (CPLP), PROSCI Change Management Certification, and Train-the-Trainer certification are considered assets
- Proficiency in Learning Management Systems (e.g., Cornerstone, Moodle, SAP SuccessFactors,
- Familiarity with HRIS or ERP systems
- Strong Microsoft Office skills (Word, PowerPoint, Excel) for content creation and reporting
- Valid driver's license is considered an asset
- Strong facilitation and presentation skills for diverse audiences
- Strategic thinking with the ability to align training with organizational goals
- Effective stakeholder management and cross-functional collaboration
- Excellent written and verbal communication skills
- Adaptability and problem-solving in dynamic environments
- Project management skills to handle multiple initiatives
- Willingness to travel to various worksites as needed
- Commitment to health and safety
