Program Overview
The Senior Manager, Program Development for Youth Services is responsible for designing and preparing impactful, evidence-informed programs that support the personal, social, and educational development of young people. This role focuses on the design and development phase of programming, and is responsible for the conceptualization, validation, testing, and fulsome development of new Youth Services programs, including program descriptions, curriculums, resources, measures of success, and other items that support the successful implementation of new initiatives. Once finalized, this role will work with the Youth Services operations teams to hand over the programs, ensuring a smooth transition for ongoing success.
What You Will Do
Program Design & Development
  • Liaise with educators, community leaders, and service providers to ensure the program aligns with community priorities and resources.
  • Complete and analyze an environmental scan of local programs and agencies and other stakeholder groups related to the youth work.
  • Identify, access, analyze and evaluate key data sets to inform program design and development.
  • Develop and conduct program pilots, as needed, with established metrics in place to test program viability and outcomes.
  • Design innovative, outcomes-driven youth programs in alignment with organizational goals and identified community needs (e.g., leadership, employment readiness, wellness, and life skills).
  • Collaborate with the Youth Operations Team during the design phase to ensure operational readiness and sustainability.
  • Develop program frameworks, curriculum materials, toolkits, and resources that are easy to adopt and execute.
  • Ensure all content is inclusive, trauma-informed, and culturally responsive.
  • Monitor sector funding opportunities, including government and philanthropic, to align program opportunities with potential funding sources; includes collaborating with WoodGreen's Foundation to develop programming for donors to support.
  • Prepare and submit funding applications as required.
Program Handover & Support
  • Prepare detailed program documentation and training materials for the Youth Operations Team.
  • Provide initial guidance, onboarding, or training to operational staff as needed.
  • Ensure a structured, well-communicated handover process including timelines, expectations, and follow-up support if required.
Evaluation & Quality Assurance
  • Design evaluation tools to measure impact and success metrics.
  • Collaborate with the Youth Operations Team on data collection strategies to ensure meaningful evaluation post-handover.
  • Use findings and feedback from pilot phases (if applicable) to refine the program before full rollout.
Youth & Community Collaboration
  • Engage youth voices throughout the program development process through surveys, focus groups, or co-creation.
  • Identify potential partnerships and develop strategic outreach strategy to key stakeholders and community partners to inform or support program opportunities.

What You Bring to the Team
  • 3+ years' experience in education, program development, youth services programming, and/or related fields.
  • Strong ability to translate ideas into implementable programs.
  • Strong ability to manage multiple workstreams and multi-discipline teams to achieve shared objectives.
  • Experience in curriculum design an asset.
  • Experience with the educational sector, particularly in Toronto, an asset.

  • Demonstrated ability to operate independently with sound decision-making skills.
  • Experience in a matrixed reporting structure.
  • Familiarity with PMBOK an asset.
