As the Senior Legal Counsel and Director of Access & Privacy, you are accountable for the overall performance, strategic direction and legal integrity of the Calgary Police Service's (CPS) Access & Privacy section. This position provides legal advice to the Chief of Police and various Leadership positions and ensures access and privacy practices remain legally sound and operationally effective. Primary responsibilities include:

  • Collaborate with internal and external partners to provide legal expertise and support legislative initiatives.
  • Represent CPS and the Chief in litigation and judicial matters, including civil court actions, fatality inquiries, and inquiries before the Office of the Information and Privacy Commissioner (OIPC).
  • Advise on decisions and recommendations relating to privacy breach notifications, privacy breach investigations, privacy impact assessments and OIPC proceedings.
  • Oversee the privacy-compliant processing, review, and redactions of all forms of digital evidence. This includes assessing and applying privacy, access, disclosure and evidentiary requirements to ensure sensitive information is appropriately protected while supporting lawful investigations and proceedings.
  • Ensure that access-to-information processes, policies and procedures are developed, implemented, and aligned with CPS's operational needs and statutory obligations.
  • Develop and implement the Access and Privacy strategic business plan in alignment with CPS's organizational strategic business plan.
  • Establish performance metrics and performance on monthly, quarterly, annual and multi-year bases.
  • Provide leadership and direction to the Access and Privacy unit by overseeing the delivery of services under privacy legislation and CPS policies and fostering a positive and respectful workplace culture.

Qualifications

  • A Bachelor of Laws degree and an active member of the Law Society of Alberta in good standing, or eligibility to become a member of the Society, and a minimum of 8 years experience practicing in the areas of privacy and litigation.
  • Minimum of 3 years leadership experience, including supervising direct reports and providing advice to senior management.
  • Experience working in a unionized environment, public sector, law enforcement, and/or justice-based environment is considered an asset.
  • Experience working in a professional regulatory context is considered an asset.
  • Demonstrated knowledge and competency on privacy, disclosure or information-governance issues involving law enforcement records, investigative records, youth records, domestic conflict records, organized crime information or other high-risk records is considered an asset.

Compensation: Level P4L $159,120 - 198,900 per annum

Hours of work: Standard 35 hour work week.

Days of work: This position works a 5 day work week with 1 day off in a 3 week cycle.

Location: 5111 - 47 Street N.E.
