Help shape Calgary's future as part of Strategic Planning and Foresight within Corporate Strategy. You will support Council priority setting, lead corporate strategic planning, translate foresight and intelligence into strategic choices, and help Council and senior leaders set a coherent, evidence-based direction. This role is for a strategic thinker who can anticipate change, make sense of complexity, frame choices, and help turn direction into action.
Strategic Planning and Foresight is the corporate strategy function that connects Council priorities, the Corporate Strategic Plan, strategic foresight, and corporate-wide activation. The team leads planning principles and standards, supports strategic Council meetings, produces insight for the CAO and ELT, and helps turn direction into action, performance, and accountability. Join a team at the centre of The City's strategic direction. You will help connect Council priorities, corporate planning, foresight, activation, and executive decision support to shape clear choices and meaningful results for Calgary. Primary duties include:
- Lead and support Council priority setting, including Council Priorities, the Corporate Strategic Plan, and strategic Council meeting processes.
- Lead corporate strategic planning, including development, renewal, implementation, and annual reporting for the Corporate Strategic Plan.
- Develop and steward strategic planning principles, standards, and frameworks that strengthen consistency and quality across The City.
- Provide strategic foresight and intelligence by identifying emerging trends, signals, risks, and opportunities affecting Calgary, The City, and municipal service delivery.
- Translate foresight, evidence, performance information, and issue analysis into implications, trade-offs, options, and decision-ready advice.
- Support senior leaders through strategic insights, monthly briefings, Council meeting support, and risk and performance discussions.
- Drive corporate-wide activation by connecting strategy to organizational change, culture, business planning, budgeting, governance, performance, and reporting.
- Coordinate cross-corporate work by facilitating alignment, managing dependencies, surfacing issues, and keeping priorities connected to outcomes.
Qualifications
- A degree in a related field such as public policy, business, economics, or comparable discipline and at least 8 years of experience in strategy, policy, consulting, public administration, or a related environment.
- Experience advising senior leaders on complex strategic issues, competing priorities, trade-offs, and decisions is essential.
- Project management experience, including the ability to organize work, manage timelines, coordinate contributors, and deliver results in complex environments.
- Strong analysis and foresight skills, with the ability to synthesize trends, evidence, performance information, and diverse perspectives into practical insights and recommendations.
- Strong understanding of governance, decision-making, and organizational complexity in a public sector environment.
- Ability to connect Council direction, corporate strategy, implementation, governance, performance, and reporting.
- Strong facilitation, communication, and influencing skills, with the confidence to build alignment in complex, cross-functional environments.
