As a Senior Development Advisor for Facilities & Place, you will lead complex financial, development, and strategic analyses to support facility development, real estate initiatives, and partnership opportunities across the corporation. You will provide expertise in investment planning, development feasibility, capital funding strategies, and project governance while supporting informed decision-making that maximizes public value and long-term community outcomes. You will also develop and enhance tools, frameworks, and reporting that support business planning, evaluate investment performance, track outcomes, and demonstrate the contribution of facility investments over time. Primary duties include:

  • Lead the evaluation and analysis of facility development, redevelopment, real estate, and partnership opportunities to support corporate and service delivery objectives.
  • Develop financial models, business cases, proformas, lifecycle cost analyses, and funding strategies to support investment decisions, risk assessment, and long-term asset planning.
  • Conduct feasibility studies, market assessments, strategic site evaluations, and land use analysis to determine development viability and alignment with municipal plans, policies, and development approval requirements.
  • Support the planning and development of capital projects by analyzing project scope, costs, schedules, procurement strategies, governance requirements, and development risks.
  • Lead the review, assessment, and negotiation of partnership, joint development, and third-party investment opportunities while managing interested party relationships to maximize public value and community outcomes.
  • Collaborate with Planning, Finance, Law, Real Estate, and project teams to advance complex development initiatives and support governance approvals.
  • Provide strategic advice and expertise on facility development, business planning, capital planning, portfolio management, project governance, and public investment decisions.
  • Prepare reports, presentations, and recommendations for senior leadership, committees, and Council to support strategic decision-making.
  • Develop and maintain frameworks, policies, processes, tools, and performance measures related to facility development, investment planning, and portfolio management.

Qualifications

  • A degree in Public Administration, Business, Accounting, Economics, Planning, Political Science, Engineering, Finance or a related and at least 5 years of experience in development management, real estate economics, real estate portfolio management and agreement negotiations; OR
  • A master's in Business Administration, Public Administration, or a related discipline and at least 2 years of related experience in the above areas.
  • Advanced experience with MS Excel is required.
  • Strong financial acumen is essential for success in this role, including experience evaluating investment options, developing business cases, and assessing financial implications to support decision-making. A high-level understanding of corporate capital, finance, and planning processes is considered an asset.
  • Experience in commercial, residential, industrial, infrastructure, or real estate development, transaction planning, Canada Mortgage and Housing Corporation (CMHC) financing or agreement negotiations will be considered an asset.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees.   • Compensation: Pay Grade 12 $48.54 - 64.88 per hour
  • Hours of work: Standard 35 hour work week.
  • Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
