Supervisor, Policy & Programs

The Assessment and Taxation Branch is responsible for the administration of Edmonton’s assessment and tax collection system, representing nearly 60 per cent of the City’s annual operating budget. The Supervisor, Policy and Programs is responsible for leading a small team that analyzes assessment and taxation legislation and policies, liaises with other City departments, prepares briefings and reports for senior leaders and City Council, and coordinates tax-related programs.

You will develop and maintain a register of risks, build relationships with other City departments, help them understand how assessment tax impacts and is impacted by their work, and help coordinate their access to assessment and taxation data. Additionally, you will support efforts to advocate to external parties, including the provincial government, for changes that would impact the assessment and taxation system.

What will you do?

• Provide leadership and guidance to a team of three policy professionals, including delegating work, giving ongoing performance feedback, mentoring employee growth, and aiding career development
• Provide advice to branch leadership and guidance to the corporation on any matter with an assessment and taxation component, using policy acumen and expertise
• Oversee the coordination of programs that use assessment and tax data or resources, such as the Affordable Housing Tax Grant and Retroactive Municipal Tax Relief
• Draft Council reports and memos to communicate policy issues, analysis, and options, and shepherd reports through the process of senior leadership review
• Liaise and work collaboratively with staff from other City departments to foster an integrated approach to tax policy and ensure a coordinated and coherent policy framework
• Advocate for legislative change that meets the future needs and goals of the City of Edmonton by developing supporting materials like data analysis, written documentation, and presentations
• Engage with external entities (e.g., related associations, organizations, other municipalities, government departments) to develop relationships, build partnerships, and research best practices
