What is the Opportunity?

We are seeking a dynamic and results-driven Pre-Construction Manager to lead the planning, development, and execution of complex electrical transmission, substation, distribution, and utility infrastructure projects from early-stage opportunity development through project award, engineering, procurement, early works, and mobilization. This role oversees multidisciplinary teams, manages engineering, subcontractors, and construction partners through scope definition and contract negotiations, and leads critical project interfaces with internal departments, external agencies, customers, Indigenous communities, and regulators.

The ideal candidate brings demonstrated electrical utility experience executing small capital projects (typically $1M to $100M), strong commercial and technical acumen, and a collaborative leadership style suited for complex, multi-stakeholder environments.

What You'll Do Here:

  • Work with Sr. Management in the preparation of detailed construction and design estimates. This includes working with the operations and estimating teams to develop tender submissions for active pursuits.
  • Resolve project-level issues and disputes and escalate issues to the Business Manager.
  • Develop and maintain pre-construction schedules, critical path activities, key deliverables, and milestone plans to support successful project execution.
  • Set production targets and monitor performance. Adapt to changes and eliminate roadblocks that might interfere with target goals.
  • Manage team performance by ensuring accountability, collaboration, and timely completion of deliverables.
  • Be responsible for all commercial issues and focus on win/win outcomes.
  • Be responsible for contract negotiations and disputes.
  • Support the development and management of project budgets, cost estimates, forecasts, and financial reporting throughout the pre-construction lifecycle.
  • Facilitate team integration through active leadership, regular touchpoints, and clear, consistent, and coherent communication and guidance.
  • Provide technical expertise as required to the project team, field staff, and client.
  • Work with Sr. Management to ensure projects are negotiated and prepared in a safe, efficient, quality-focused manner.
  • Ensure project controls are in place for projects, including schedule updating, subcontractor management, cost forecasting, change management, document control, labour tracking, KPI tracking, equipment tracking, accrual management, invoicing, and purchase orders.
  • Travel to various site locations as required.
  • Perform other duties and responsibilities as required.

What You Bring to the Team:

  • Education to include Red Seal or equivalent, Engineering, Construction Project Management, or a combination of technical training and related experience.
  • Strong leadership ability and the ability to coordinate multiple projects simultaneously.
  • 15+ years of progressive leadership project experience in transmission and substation projects, ideally in transmission, substations, or utilities.
  • Journeyperson Lineman or Electrician preferred.
  • Proven leadership of multi-disciplinary teams delivering projects valued between $1M and $100M.
  • Strong understanding of transmission engineering, construction methods, environmental permitting, right-of-way acquisition, and regulatory requirements.
  • Capable of reading and understanding construction drawings and documents.
  • Proven leadership, communication, and negotiation skills.
  • Ability to resolve project disputes with minimal assistance.
  • Ability to inspire and foster an environment of cooperation between different departments and co-workers.
  • Sound computer skills, including MS Excel, MS Word, Bluebeam, and Microsoft Project.
  • Self-motivated with strong organizational skills.

The expected pay range for this role is $125,000 - $150,000 per year.

Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
