The Information and Privacy Commissioner of Ontario is an administrative tribunal responsible for the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA) and the Child, Youth and Family Services Act (CYFSA).
The Information and Privacy Commissioner of Ontario (IPC) is seeking an experienced senior leader to serve asDirector, Expedited Team within the Tribunal and Dispute Resolution Division (TDRD). Reporting to the Assistant Commissioner, TDRD, the Director provides strategic leadership for the ongoing development, administration and continuous improvement of the expedited process, with a focus on the timely, efficient and high-quality resolution of certain categories of access appeals and complaints.
The Director leads the Expedited Team, oversees operational performance and service standards, provides direction and guidance to staff, and works collaboratively across the organization to support effective case management and resolution. The Director also contributes to corporate strategic planning and cross-divisional initiatives related to privacy protection and access to information. About the jobAs a Director, Expedited Team, you will:
•Provide strategic leadership and operational oversight for the Expedited Process, including the management and resolution of selected access appeals and complaints under FIPPA, MFIPPA, PHIPA and Part X of CYFSA. Lead the development, implementation and continuous improvement of policies, procedures, templates, service standards and operational processes.
•Lead and develop a high-performing team by providing direction, coaching and performance management; overseeing file quality and adherence to timelines; supporting workforce and succession planning; and fostering a culture grounded in procedural fairness, accountability, innovation and service excellence.
•Monitor team performance and develop and use key performance indicators, data and results-based measurement frameworks to assess effectiveness, identify opportunities for improvement and support timely decision-making.
•Provide expert guidance on complex case management and dispute resolution matters, exercising sound judgment and discretion to address issues and impediments to streamlined processes and timelines.
•Identify emerging legal, policy, operational and systemic issues arising from disputes under the Acts, bringing significant issues to the attention of the Assistant Commissioner and incorporating advice from Legal Services into the operation of the Expedited Process.
•Work collaboratively with the Registrar and TDRD Directors and Managers to identify and route appropriate cases, develop case management plans and collectively support the achievement of IPC service standards and operational timelines.
•Provide high-level briefings, recommendations, reports, memoranda, guidance, tools and presentations to the Commissioner, Assistant Commissioner, Executive Committee, Senior Management Committee and external partners as required.
•Contribute to the IPC's corporate strategic plan and organization-wide initiatives related to privacy protection, access to information, operational excellence and continuous improvement.
•Promote accessible, plain-language processes and communications, including the clear explanation of highly technical concepts, and support services that are simple and readily accessible to end users.
•Promote the effective use of technology and data-informed approaches to improve case resolution, operational efficiency and public service outcomes. What you bring to the team
Education and Experience:•Senior-level experience resolving complaints or appeals using effective dispute resolution skills within an oversight body, tribunal or public service setting.
•Demonstrated leadership experience managing teams, including experience with performance management, workforce planning, recruitment, succession planning and talent development.
•Experience planning and conducting extensive research and preparing written evaluations, recommendations, reports and briefings.
•Experience with project planning and/or evaluation, case management systems and performance measurement frameworks.
Knowledge Requirements:•Extensive knowledge of access to information and open and transparent government issues, including a sound understanding of the principles underlying FIPPA, MFIPPA, PHIPA and CYFSA.
•Knowledge of policies and procedures applicable to government, independent commissions and/or regulatory agencies.
•Knowledge of case management, performance measurement and results-based approaches to support the evaluation and continuous improvement of operations.
•Understanding of strategic objectives and decision-making processes to ensure policies, procedures and programs support the IPC's strategic direction and mandate.
•Knowledge of issues management techniques and principles and the ability to integrate these into operational planning.
Skills and Abilities:•Excellent oral and written communication, consultation, relationship management and conflict resolution skills.
•Ability to identify, assess and resolve issues efficiently and appropriately, applying sound judgment and discretion to the circumstances of individual files and situations.
•Ability to communicate clearly and effectively with a wide range of citizens, including individuals who may exhibit adverse and/or demanding behaviour.
•Strong analytical and data interpretation skills, including the ability to use statistics and performance information to identify areas for improvement and develop appropriate strategies.
•Ability to build and maintain critical business relationships and work collaboratively across divisions and with external stakeholders.
•Ability to champion innovation, change management, continuous improvement and operational excellence while maintaining procedural fairness and adherence to statutory requirements.
•Strong plain-language writing and communication skills, with the ability to explain complex legal, technical and policy concepts clearly and accessibly
Asset Qualifications•Having the ability to communicate (orally and in writing) in French is an asset.
•A university degree in an area relevant to public administration, information management, technology or law is an asset.
•Management and customer service experience is an asset.
•Project planning and/or evaluation experience is an asset.
•Plain-language writing proficiency is an asset.
