The Completions Manager will support a transformative transit infrastructure project in the east end of downtown Toronto and will be part of a high‑performing project team. As Completions Manager, you will be responsible for planning, managing, and executing all project completion and handover activities to ensure a smooth transition from construction to operations. You will lead the completions process across all disciplines, ensuring systems are tested, documented, and ready for final acceptance.

Your role
  • Promote a strong health and safety culture during testing, commissioning, and closeout activities. Ensure all completions work is carried out in line with company policies, client requirements, and applicable legislation.
  • Develop and implement the project completions plan, including systems breakdown, turnover strategy, and handover milestones aligned with the overall project schedule.
  • Oversee the setup and use of completions management systems (e.g., tracking tools, turnover packages, deficiency lists). Ensure all required documentation is complete, accurate, and submitted on time.
  • Work with construction, engineering, and commissioning teams to ensure all systems are tested and validated in line with project requirements.
  • Manage the progressive turnover of systems and subsystems to the client, ensuring all quality, documentation, and performance requirements are met.
  • Lead the identification, tracking, and resolution of deficiencies. Ensure all outstanding items are addressed prior to final acceptance.
  • Coordinate with the Owner, Engineering, Operations, and subcontractors to align expectations and ensure smooth handover.
  • Track completions progress and provide regular reporting on system readiness, turnover status, and key risks.
  • Identify risks related to testing, commissioning, and handover, and implement mitigation strategies to protect schedule and quality.
  • Coordinate station occupancy by tracking and driving commissioning and completion activities in line with the project schedule, while actively engaging key stakeholders.
  • Supports the closure of Requirements Verification and Validation Matrices (RVVMs) in alignment with SESA requirements, ensuring full compliance with the Owner's Project Requirements (OPR) and contractual obligations.
  • Leads coordination and technical discussions with building code officials, fire authorities, and the Owner, ensuring all regulatory and operational requirements are clearly understood, properly prioritized, and effectively communicated to the construction teams.
  • Manages the interface between Quality and Construction teams by establishing and aligning expectations for documentation, certifications, and records required to achieve key project milestones and facilitate system handovers.
  • Facilitates and leads multi‑disciplinary site inspections and walkdowns with internal and external stakeholders to proactively identify concerns, verify system readiness, and address potential deficiencies prior to turnover.
  • Monitors and tracks construction progress against established project milestones, with a specific focus on documentation completeness and turnover readiness, and develops structured timelines to close gaps in required deliverables.

About you
  • 15+ years of experience in construction as a completions manager on major infrastructure projects (rail, transit, or similar).
  • Proven experience obtaining building occupancy & project substantial completion with a strong understanding of system turnover, testing, and commissioning processes.
  • Experience with completions management systems and documentation control including the ability to read and interpret contracts, specifications, and technical requirements.
  • Proven ability to lead multidisciplinary teams and coordinate across multiple stakeholders while working in schedule‑driven environment with tight deadlines
  • Strong communication skills with the ability to manage client relationships and expectations.
  • Highly organized, detail‑oriented, and results‑driven.
