The Analyst, Strategic Policy supports the development of policy analyses, corporate strategic initiatives, and government relations activities related to the high-speed rail project and the evolution of passenger rail services in Canada.

Reporting to the Director Specialist, this individual contributes to the preparation of analyses, briefing materials, and strategic outputs that support VIA Rail's engagement with Transport Canada and other Government of Canada partners involved in the initiative.

The position is part of a team responsible for integrating information and analysis from across VIA Rail in preparation for the evaluation of corridor services as part of the project. In this capacity, the Analyst works with multiple internal functions, including operations, finance, legal, human resources, corporate affairs, and strategy, to help gather and synthesize information that will support integrated analyses informing executive discussions and Government of Canada decision-making.

This role requires strong analytical, research, and coordination skills in a dynamic policy and project environment characterized by complex governance structures and multiple stakeholders.

RESPONSIBILITIES

Policy Analysis and Strategic Research:

  • Lead analytical work related to policies, governance, and strategic issues affecting the project, and support analytical work related to policies, governance, and strategic issues impacting the initiative;
  • Conduct research and analyses on policy, regulatory, operational, and economic issues related to the project;
  • Prepare analytical summaries and background documents to support strategic decision-making;
  • Assist in the development of policy options and recommendations for internal discussion;
  • Support the identification of emerging policy or regulatory issues affecting the passenger rail sector.

Corporate Strategy and Executive Materials:

  • Support the preparation of strategic and executive reports related to VIA Rail's role in the initiative;
  • Draft briefing notes, presentations, reports, and analytical documents for internal use;
  • Support the preparation of materials for senior management meetings and strategic discussions;
  • Synthesize information from multiple sources into concise and well-structured briefing materials;
  • Assist in preparing strategic analyses that support the organization's positioning.

Organizational Integration and Project Coordination:

  • Support the integration of information and various analyses across VIA Rail in preparation for the evaluation of corridor services;
  • Gather and consolidate inputs from multiple VIA Rail functions, including operations, finance, legal, human resources, and corporate affairs;
  • Assist in integrating internal analyses and data into coherent strategic reports;
  • Support coordination among teams involved in the project;
  • Contribute to analytical work supporting Government of Canada decision-making regarding the evaluation and long-term structure of passenger rail services.

Environmental Analysis and Strategic Monitoring:

  • Monitor developments affecting passenger rail transportation, high-speed rail initiatives, and transportation infrastructure policies;
  • Conduct environmental analyses related to transportation policies and infrastructure investments;
  • Track developments in passenger rail networks and high-speed rail initiatives in Canada and internationally;
  • Prepare summaries and briefing materials on relevant trends and developments;
  • Maintain ongoing monitoring of developments affecting the project.

WHAT WE ARE LOOKING FOR

  • Hold a university degree in a relevant field;
  • 3 to 5 years of relevant experience;
  • Strong sense of ethics and professionalism;
  • Strong attention to detail;
  • Ability to work efficiently, with a strong sense of responsibility and excellent organizational and communication skills;
  • Excellent judgment;
  • Ability to formulate recommendations based on rigorous analysis, taking into account the organization's business context;
  • Ability to work in a team, under pressure, and adapt to changing conditions;
  • Bilingualism (French and English), both spoken and written;
  • Very good knowledge of the Microsoft Office Suite;
