About the Role
3sHealth is seeking a Manager, Partner Services, Employee Benefits, to lead the daily operations of our Partner Services team. This role ensures the effective delivery of administrative services to the Board of Trustees, Committees, benefit plan members, health care employers, unions, and strategic partners. The Employee Benefit Plan Trusts serve over 49,500 active health care employees and their families, and 30,000 retirees across 65 health care employers in Saskatchewan.
What You’ll Do
As a member of the Employee Benefit Plans leadership team, the Partner Services Manager contributes to operational planning, strategic initiatives, and continuous improvement across the department. The Manager is also accountable for leading a high-performing team and ensuring the effective delivery of benefit services. Responsibilities include:

Operational Management: Oversee benefit enrolment, eligibility, claims, invoicing, and inquiries; manage major projects and system enhancements; maintain accurate plan documentation and stakeholder communications.

Financial Oversight: Ensure accurate benefit payments; monitor departmental budgets; support fiduciary responsibilities by overseeing relationships with vendors and service providers to ensure contractual obligations, services standards are met.

Strategic Partner Engagement: Support the implementation of Board of Trustees decisions and contribute to governance processes through research, briefing materials, strategic partner communications and committee support.

Customer Service: ensure services standards and customer experience outcomes are achieved for plan members, employers, unions and other strategic partners.

People Leadership: Recruit, coach, and mentor staff; conduct performance management; foster a culture of continuous improvement using Lean principles.

Risk & Compliance: Ensure plan administration complies with legislation, contracts, and best practices; safeguard confidential information and uphold data security standards.
What You Bring
Required Qualifications:
-
Bachelor's degree in Business Administration or a related field, or an equivalent combination of education and experience.

Completion of the Certified Employee Benefit Specialist (CEBS) designation or equivalent.

Lean Leader Certification, or willingness to begin certification upon hire.

Leadership training or education, or willingness to complete.

Valid Class 5 driver’s license is required.
Experience:
- Minimum five (5) years of progressively responsible experience in benefit plan administration, the insurance industry or claims management, or an equivalent combination of education and experience.

Minimum three (3) years of leadership, supervisory, or team management experience.
Skills & Competencies:

Strong understanding of benefit plan administration and fiduciary responsibilities

Demonstrated ability to leverage data analytics and performance metrics to identify trends, inform decision-making, monitor operational performance, and support continuous improvement initiatives.
