Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Total Rewards team is looking for a Lead, Organizational Design & Governance. The role is accountable for the development and stewardship of enterprise organizational design frameworks, job architecture, and position management governance that enable consistent, effective, and compliant workforce structures across the organization.

The role provides expert-level advisory and thought leadership to support organizational design decisions, integrating considerations of workforce strategy, compensation frameworks, governance requirements, and financial implications. Operating with a high degree of autonomy within established direction, the role designs frameworks, defines standards, and influences decision-making, ensuring alignment between organizational design practices and enterprise objectives. The role also leads the development and implementation of governance and change management approaches to support the adoption of organizational design initiatives.

What will I be doing?

  • Lead the design and continuous evolution of enterprise organizational design frameworks, methodologies, and standards, ensuring consistent and effective application across the organization.
  • Provide expert advisory support on organizational structures, role design, spans and layers, and workforce composition to support business objectives
  • Lead project workstreams, including planning, analysis, stakeholder engagement, and delivery of insights and recommendations.
  • Own the design, governance, and integrity of the enterprise position management framework, including policies, controls, and workflow standards.
  • Provides technical leadership in organizational design, governance, and job architecture.
  • Lead cross-functional initiatives and contribute to capability building in organizational design and change management.
  • Apply workforce metrics, dashboards, and analytics outputs to inform organizational design decisions.
  • Interpret insights to identify risks, structural inefficiencies, and improvement opportunities.
  • Partner with Total Rewards Analytics to define reporting needs and ensure relevant insights are delivered.
  • Lead the design and execution of change management approaches for organizational design initiatives, including restructures and transformations.
  • Develop implementation strategies, stakeholder engagement plans, and communication approaches to support adoption.
  • Ensure alignment of changes with governance frameworks, policies, and enterprise priorities.
  • Partner with and support the Compensation team by delivering analytics, insights, and recommendations to inform compensation program design, implementation, and ongoing management.
  • Influence decision-making by providing data-driven insights, options, and risk considerations related to organizational design.

What Skills and Qualifications Do I Need?

  • Degree in Human Resources, Business, Organizational Development, or related field or equivalent experience.
  • Demonstrated experience in organizational design, compensation, or workforce planning in a complex organization.
  • Experience with governance frameworks, position management, and job architecture is required.
  • Certifications: CHRP, CHRL, CCP or related designation preferred.
  • Advanced organizational design and governance expertise.
  • Strong analytical and workforce modeling capabilities.
  • Change management and stakeholder influencing skills.
  • Knowledge of compensation frameworks and public-sector governance.
