Job Summary
We are currently seeking a Full-Time Manager, Contract Negotiation and Performance to provide leadership to our Contract Management & Supply Utilization team, at our Central City Tower, located in Surrey BC.

- Provide commercial expertise in the negotiation of contracts within FHA by following a standard methodology and approach to negotiation preparation and facilitation.
- Provide contract-related issue resolution, both internally and externally and facilitates evaluation workshops involving FHA stakeholders and PHSA sourcing specialists.
- Communicate contract-related information to all stakeholders through Key Performance Indicators (KPI), sourcing reports, award recommendations, and briefing notes.
- Support and facilitate the Request for Proposal (RFP) of bid/proposal preparation and management, such as review, development or identification of appropriate contracting model and/or terms and conditions; managing stakeholder review and approvals
- Ensure new and/or current contracts are updated in the digital contract repository and supports the maintenance of contractual records and documentation such as receipt and control of all contract correspondence, contact information sheets, contractual changes, status reports and other documents for all projects
- Provide guidance on contract matters to project managers or other operational staff, including training new project managers and other employees in contracting practices and procedures. Facilitate Contract awareness sessions and presentations throughout FHA in order to improve commercial compliance and standardize contract management processes.
- Develop and implement procedures for contract management and administration in compliance with organizational policy. Contribute to and/or influences organizational contract management policies.

The Manager, Contract Negotiations and Performance is the principle change agent with respect to Fraser Health (FH) wide contract negotiations and financial improvement initiatives ensuring the transition to the desired future state. The Manager works seamlessly through contract negotiations and performance, ensuring a unified and consistent approach to contract and third party relationships, and ensures contract performance aligns with the organizational strategic objectives. The Manager works with the Financial Management Leadership Team to establish priorities and initiatives to improve the overall delivery.Responsibilities

- Collaborate with Risk Management Department / Finance to coordinate contractual insurance requirements.
- Partner with Finance to ensure adherence to broader finance and risk requirements such as revenue recognition, pricing and discounting policies, and export controls.
- Identify opportunities to improve business processes including development and maintenance of standard contract templates and terms through collaboration with FH legal services department. Devise and roll out plans to implement changes and provides guidance and direction to stakeholders on use.
- Provide leadership and direction to assigned department team members by providing advice and guidance relating to contract generation.
- Manages the recruitment, mentoring and professional development of assigned staff; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching session and facilitation of goal setting with the employee; identifies training/educational requirements as needed.
- Plans and implements operating budgets for the department ensuring efficient utilization of the financial resources within the objectives, plans and budgets established by the Finance department.
- Represents FH by participating on internal and external committees, organizations and advisory activities, as assigned.
Qualifications
Education and Experience
Master's degree in Business Administration, Finance, and/or related discipline with relevant professional designation or accreditation, with a minimum of seven (7) years' recent related experience working in a large complex business environment, including contract and supply chain management, strategic transformation, and project management experience or an equivalent combination of education, training and experience.
