Detailed Overview
The Program Coordinator, Emergency provides leadership and clinical support in the delivery of patient/family care to a multi-disciplinary team, in accordance with the British Columbia College of Nurses and Midwives (BCCNM) Standards of Practice and Fraser Health's Vision, Mission and Values. The Program Coordinator is responsible for administering, overseeing, and coordinating the delivery of care for Adult Emergency; administers the budget; monitors, reviews, and revises policies, procedures and standards; hires staff; coordinates the work of and supervises Patient Care Coordinators and designated staff; makes training/staff development decisions and conducts performance evaluations. Supports the integration of three zones: Adult Emergency, Pediatric Emergency, and the Mental Health & Substance Use (MH&SU) Emergency zone, within the overall Emergency Department by evaluating the accessibility of the programs. Provides work direction related to access and flow to Patient Care Coordinators across the three zones and performs a leadership role in front-line decisions related to daily patient flow, logistics and issue resolution between the zones.
Responsibilities
  1. Administers, oversees, and coordinates daily patient flow and logistics across three zones within the overall Emergency Department (Adult Emergency (Adult ED), Pediatric Emergency (Pediatric ED), and the MH&SU zone); responsible and accountable for making critical front-line decisions regarding patient flow/patient care assignments throughout the three zones by providing work direction related to access and flow to Patient Care Coordinators and responding to work-load/clinical escalations.
  2. Provides direction and consultation to Patient Care Coordinators and other health care providers to ensure the three care teams follow through on specific access and flow processes and oversees the admission, discharge and bed utilization across the three zones.
  3. Administers the Adult ED budget and is accountable for the optimal use of patient care resources; implements opportunities for improved utilization of resources, oversees workload decision-making, evaluates and identifies required patient care products and/or equipment for the Adult ED, Paediatric ED and MHSU zone, and recommends/implements changes to existing administrative processes. Keeps manager informed of all recommendations or decisions.
  4. Implements and monitors the Adult ED operating budget; makes recommendations regarding the purchase of equipment; oversees the trial and evaluation of new equipment and supplies; orders equipment and supplies for the Adult ED, Paediatric ED and MHSU zone.
  5. Oversees the recruitment and selection of Adult ED clinical staff including making hiring decisions; conducts performance evaluations and ensures standards, protocols and procedures are being followed. Assists with recruitment and selection of MHSU zone ED trained nurses.
  6. Oversees the development of Adult ED policies, procedures, standards of care and is accountable for their effectiveness; makes recommendations to the Manager on long term planning; implements processes and procedures and evaluates results.
  7. Oversees the development, implementation and evaluation of Adult ED discipline-specific staff orientations, in service education and the placement of students for practical experience. Supports cross-zone staff orientation, in service education and cross training for maintenance of core competencies.
  8. Conducts needs assessments within Adult ED; determines staff training and orientation requirements; consults and liaises with educational resources and service partners/others to coordinate the introduction of new skills/procedures and arranges/conducts in-service sessions/orientations as appropriate.
  9. Coordinates and participates in Adult ED quality improvement and risk management activities; evaluates the effect of changes in nursing practice, generates recommendations for alternative approaches to nursing practice, conducts safety audits, takes corrective action and recommends changes to selected practices, procedures or protocols. Participates in Paediatric ED and MHSU zone quality improvement and risk management activities.
  10. Analyzes Adult ED program statistics to identify trends and issues in provision of service. Proposes, develops and implements new services/modification to existing service delivery to meet emerging local Emergency Department service needs.
  11. Facilitates team building and staff development within the Adult ED program by acting as a clinical role model and resource for the multidisciplinary team; provides for smooth implementation of practice issues; resolves practice issues with the multidisciplinary team; maintains a collaborative relationship with the team; advises the Manager of issues and concerns.
  12. Oversees and ensures collaboration across the three zones in regards to student placement; liaises with internal and external stakeholders as required.
  13. Promotes research based practice through methods such as collaborating with others and promoting staff awareness and involvement in research activities, identifies practices/issues that require research and facilitates the development of ongoing research.
  14. Leads/participates on committees as directed to facilitate the resolution of issues and/or to advocate for the goals and objectives of the program, as well as in the health region.
  15. Sets measurable personal performance goals and objectives within a team and individual environment, incorporating the vision and values, goals and corporate plan through methods such as maintaining and updating own knowledge of clinical and professional development as it relates to the Emergency program, developing plans in collaboration with managers, clinicians and educators for professional development.
  16. Performs other related duties as assigned.

Qualifications
Education and Experience
Baccalaureate degree in Nursing and five (5) years' recent related clinical experience with (adult) emergency, mental health and/or pediatric emergency patients inclusive of a minimum of two (2) years experience in a supervisory/administrative capacity, or an equivalent combination of education, training and experience. Current practicing registration as a Registered Nurse with the British Columbia College of Nurses and Midwives (BCCNM).
Skills and Abilities
  • Clinical proficiency/expertise in the designated clinical area.
  • Comprehensive knowledge of nursing theory and evidence based practice.
  • Comprehensive knowledge of other health care disciplines and their role in health care.
  • Ability to supervise and provide leadership and work direction.
  • Ability to coordinate patient assignments, in collaboration with staff.
  • Ability to monitor staff workload and patient factors and adjust patient assignments accordingly.
  • Ability to establish priorities for patient care, patient flow/discharge planning and overall daily operations of the designated unit(s).
  • Ability to monitor the quality of patient care and ensure maintenance of standards for nursing practice and nursing support staff.
  • Ability to monitor, assess and address performance issues based on professional standards of practice, and to carry out and/or provide input to the Manager formal performance reviews.
  • Ability to role model, coach and mentor best practices in patient care.
  • Ability to identify individual or group learning priorities to meet identified program, organizational and learner needs, in collaboration with other clinical staff.
  • Ability to support implementation of education based on changing practices e.g. legislation and technology.
  • Ability to administer the budget and provide input into minor and capital equipment.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work independently and in an organized and self directed manner.
  • Ability to problem-solve and effectively deal with conflict situations.
  • Ability to operate related equipment including applicable software.
  • Physical ability to perform the duties of the position.
