Job Description:
Identity is where trust begins – and where fraud begins too. Synthetic identities, stolen credentials, deepfakes and AI-generated documents are making it harder than ever to answer the most fundamental question in banking: is this person who they claim to be? We need a solid, forward-looking technologist to lead our Identity Technology practice within Customer Identity & Access Management, part of Enterprise Protect.
This is a global role with end-to-end ownership of TD's identity verification and proofing technology across the North American footprint. You will lead the engineering, delivery and operations of the services that establish and verify customer identity at account origination and at every high-risk moment thereafter – including document verification services (DVS), biometric and liveness verification, out-of-wallet / knowledge-based verification through credit bureau integrations, and trusted digital identity network services such as Interac verification and document services.
We're looking for an individual with a strong engineering background – hands-on depth in identity verification platforms and full stack development – combined with experience managing multi-million-dollar, complex technology delivery portfolios. More importantly, we need someone who thinks beyond tactical solutions, sees the strategic “big picture” from an Enterprise and global perspective, and delivers innovative, modern, scalable and sustainable identity solutions for the Bank.
This role reports directly to the AVP, Customer Identity & Access Management Engineering, with end-to-end accountability for the global identity verification portfolio supporting customer onboarding, KYC-aligned identity proofing, and step-up verification across TD's digital, mobile, branch, contact centre and partner channels.

Role Accountabilities:
Strategic
- Own the technology applications and services related to customer identity verification and proofing for TD globally – from strategy to execution to support;
- Own the strategic direction for TD's identity verification capability stack – document verification (DVS), biometric/liveness verification, out-of-wallet knowledge-based verification, credit bureau identity services, and digital identity network integrations (e.g., Interac) – as part of the larger North American identity roadmap;
- Oversee and be accountable for the end-to-end delivery and operations of identity technology solutions with a clear focus on strategic planning, client communication, resourcing, and financial costs on a long-term basis;
- Accountable for the end-to-end technology product roadmap and engineering leadership for Identity, including design, development, testing and deployment – leveraging test automation, CI/CD and modern DevSecOps practices on Azure;
- Drive the modernization of identity verification – orchestrating document, biometric, bureau and network-based signals into risk-appropriate verification journeys – in partnership with Fraud, AML/KYC, Cyber and Channels partners;
- Defend the front door: evolve TD's defenses against synthetic identity, AI-generated documents, deepfakes and identity-enabled fraud, in step with a rapidly shifting threat landscape;
- Ensure a full understanding of business requirements and apply knowledge to escalate/prioritize delivery of new and existing projects;
- Accountable for alignment of identity technology solutions with TD technology strategies, and with Enterprise Protect, AML/KYC, Channels, Payments and business-line strategies (Target Operating Model Architecture end state);
- Act as an integrator of solutions; understand industry digital identity trends (verifiable credentials, digital identity wallets, government digital ID programs, identity networks) and target-state capability to provide flexible next-generation approaches that balance customer experience with security, regulatory obligations, cost and risk;
- Ensure ongoing focus on reusability, scalability, and enterprise-wide identity services – one verification capability consumed by many journeys – to maximize returns on the identity applications/platform suite across all markets;
- Coordinate identity technology efforts across all CIO organizations, ITS, Architecture, OCISO, ED&A, and other delivery partners;
- Ensure operational, reputational, and regulatory risks (including KYC/AML identity obligations and privacy requirements for biometric and personal data) are understood; provide advice toward minimizing risk and escalate where appropriate;
- Maintain proficient knowledge of the competition, customer / industry trends and identity technology innovation; identify opportunities for research and suggest solutions as appropriate;
- Ensure alignment of vendor technology roadmaps (document verification, biometric, bureau, Interac and digital identity network providers, alongside Transmit Security, Ping Identity and Microsoft) to TD technology strategy;
- Communicate business vision / goals and portfolio priorities to team members; and
- Be a leader with influence – promote and drive synergies and common identity solutions across Enterprise Protect.
Tactical (Delivery)
- Act as the “go-to” for your counterparts to provide secure, stable identity verification solutions to business problems and requirements;
- Responsible for oversight and delivery of technology projects across the global Identity practice, spanning Canadian and U.S. platforms and vendor services;
- Establish the approach for technology deployments and manage cross-platform, cross-vendor and cross-border dependencies to align with the integrated plan and reduce risk of organizational constraints;
- Work with business leaders to confirm solutions are functionally aligned to a fit-for-purpose product vision;
- Partner with clients/businesses in developing business cases, RFI/RFP, contracts, service level agreements, etc. consistent with business objectives and technology standards/architecture;
- Oversee and support the demand management process from intake through final approval and initiation of delivery execution with respective management teams, business partners, and stakeholders; and
- Track major project deliverables; communicate updates; support initiatives intended to reduce time-to-market and contain costs.
Portfolio Management
- Monitor and manage capacity forecasting process compliance among Technology Delivery Leads and report on progress, status, and overall health of the portfolio and the individual applications;
- Lead the development of total cost of ownership estimates for applications and services across the Identity practice – including per-transaction verification costs across vendors – and monitor and track to established plans in partnership with Finance and Business Management;
- Assess change requests and issues across the portfolio and identify key items for reporting;
- Manage day-to-day vendor relationships across the identity verification ecosystem (document verification, biometric, credit bureau, and digital identity network providers such as Interac) and monitor progress, service levels and value realization against established work agreements;
- Work with the Technology Asset Owner team to define and manage end-to-end application and systems lifecycle management for each technology asset within the Identity portfolio;
- Grow the expertise of your team to align with demand and technology direction; assess team skills and capabilities and continually look for ways to provide and enhance the value delivered;
- Foster a culture that encourages productivity, innovation, process improvement, teamwork and a high level of professionalism;
- Prioritize and manage own workload in order to deliver quality results and meet timelines;
- Identify and recommend opportunities to enhance productivity, effectiveness and operational efficiency of your team; and
- Establish effective relationships across multiple business and technology partners, program and project managers.
Job Requirements
- Undergraduate or Graduate degree, or Technical Certification;
- 10+ years of relevant experience in technology engineering, technology leadership, delivery, operations and/or application management roles;
- Proven hands-on expertise in identity verification technology is a must – ideally with two or more of: document verification services (DVS), biometric/liveness verification, out-of-wallet / knowledge-based verification, credit bureau identity services, or digital identity network integrations (e.g., Interac verification and document services);
- Working knowledge of enterprise CIAM/IAM platforms – Transmit Security, PingFederate, PingDS (Ping Directory), PingAM (Access Management), or comparable – and how identity verification services integrate into customer journeys on these rails;
- Understanding of identity proofing and assurance frameworks and standards (e.g., NIST 800-63A, KYC/AML identity requirements) and of privacy considerations for biometric and personal data;
- Strong cloud engineering experience on Microsoft Azure (AKS/containers, networking, security, IaC, monitoring) and DevOps/DevSecOps practices (CI/CD, automated testing, pipeline security);
- Full stack development background – API-first design (REST, event-driven architecture), backend services (e.g., Java/Spring, Node.js), and modern front-end frameworks – with the credibility to lead and review engineering work;
- Knowledge of financial services, fraud, synthetic identity, and/or KYC/onboarding environments is a definite asset;
- Understanding of strategic direction, financial management, and a deep knowledge of TD's technology environment and standards (or an equivalent large-scale technology environment);
- Proven track record of building and leading diverse, highly skilled, and globally distributed teams of technology and engineering talent, with the trust and confidence to empower your employees to solve problems and make decisions while maintaining speed of delivery;
- Promote a collaborative culture with a sense of ownership, accountability and transparency;
- Strong analytical and problem-solving skills with attention to detail;
- Strong people, time management and organizational skills, with the ability to work with minimal supervision in a fast-paced environment and deliver high-quality work;
- Excellent interpersonal and communication skills, both written and verbal, to communicate complex identity and security concepts in easily understandable terms;
- Self-starter with high initiative and the ability to learn and adapt quickly;
- A good understanding of TD's organizational structure, businesses and operational footprint globally;

- Good judgment in understanding which issues to escalate, what to resolve independently, and providing suggestions for possible resolution.
