JOB DESCRIPTION
We are seeking candidates for the role of Manager, People Development with our Corporate Human Resources team based full-time out of our head office in Saint John, New Brunswick.
This role is responsible for leading our enterprise-wide Leadership Development, Business Learning, and Performance & Development portfolios. The Manager, People Development will oversee the strategy, design, delivery, and continuous improvement of programs that build organizational capability and enable employee growth across the business.
Our team is looking for a self-driven leader who is passionate about developing people, fostering strong partnerships, and creating meaningful learning experiences that drive business results. As a key member of the Talent Centre of Excellence (COE), you will work closely with Human Resources teams, business leaders, and subject matter experts to identify capability gaps, develop solutions, and execute programs that enhance leadership effectiveness and employee performance.
This role also provides leadership and direction to the Learning & Development Administrator while ensuring operational excellence across the learning portfolio. The salary range for this role is between $97,000 - $145,000 annually.
RESPONSIBILITIES

  • Oversee the organization's Performance & Development strategy, helping managers set clear expectations, provide meaningful feedback, support employee growth, and build high-performing teams.
  • Manage the evolution of the annual performance and development cycle, including planning, communications, manager support, reporting, and continuous improvement.
  • Partner with leaders and HR teams to drive change that strengthens performance conversations, development planning, and accountability for growing talent across the organization.
  • Use performance, talent, and workforce insights to identify capability gaps and opportunities to strengthen leadership and employee effectiveness.
  • Ensure employee development plans are connected to learning opportunities, leadership programs, and business needs so employees have clear pathways for growth.
  • Oversee the leadership and business learning portfolio, ensuring programs build the capabilities needed today and for the future.
  • Measure program effectiveness, make recommendations for improvement, and drive initiatives that enhance employee growth, manager capability, and organizational performance.
  • Provide leadership and direction to the Learning & Development Administrator and manage external partners as needed.

QUALIFICATIONS

  • Post-secondary education in Human Resources, Business, Education, Organizational Development, or a related field
  • 7+ years of Human Resources, Learning & Development, Talent Management, or Organizational Development experience
  • Experience partnering with leaders and business stakeholders
  • Experience leading projects, program cycles, and continuous improvement initiatives
  • Previous people leadership experience is considered an asset
  • Comfortable with facilitation, presentation, and various forms of communication skills
  • Analytical aptitude with experience using data, reporting, and insights to guide decisions
  • Advanced proficiency in Microsoft Office applications, particularly PowerPoint and Excel
  • Team player with a positive, can-do attitude
