Open Competition - Temporary Opportunity

The New Brunswick Housing Corporation (NBHC) is seeking a skilled and motivated professional to join the Business System Support team as the Departmental Information Security Officer (DISO) / IT Lead in Fredericton.

The NBHC is focused on working with all levels of government, community groups, organizations, and the private sector to identify and maximize housing development opportunities while providing support through a housing strategy to positively impact New Brunswickers.

Reporting to the Manager, Business System Support, the successful candidate be responsible for ensuring compliance with government security standards and safeguarding organizational information assets.

Specific duties will include, but are not limited to:

  • Developing, implementing, and monitoring IT security policies, procedures, and standards in alignment with government requirements;
  • Ensure HNB meets the Government Information Systems Security Policy;
  • Conducting Threat Risk Assessments (TRAs), Business Impact Assessments (BIAs), and security reviews (penetration testing, Privacy Impact Assessments etc.) for new and existing systems and applications;
  • Overseeing and assist with system upgrades, patches, and enhancements to maintain system stability, performance, and security;
  • Managing security incidents and ensuring appropriate response and reporting;
  • Represent the Department on various committees and working groups, including the Departmental Information Security Officers working group;
  • Collaborating with Service New Brunswick (SNB) and other departments on enterprise-wide initiatives and service delivery;
  • Providing advice and recommendations to management on IT solutions, risks, and security considerations, including strategic direction on digital innovation and transformation;
  • Act as the subject matter expert (SME) for NBHC applications, providing advanced support, troubleshooting, and guidance to technical teams and developers;
  • Interrogating Oracle database tables, creating entity-relationship diagrams (ERDs), and developing Oracle SQL queries as required.

The successful candidate may be assigned additional duties and responsibilities as required to support operational and departmental priorities, including but not limited to:

  • Working with other departments to share ideas and improve processes across government;
  • Analyzing software bulletins for required response.

Need to have:

A bachelor's degree in computer science, Information Technology, Information Security, or a related field and a minimum of six (6) years of progressively responsible experience in information security, IT strategy and operations and systems support; or a two (2) year diploma in an Information Technology discipline and eight (8) years related experience. An equivalent combination of education, training, and experience may be considered.

Written and spoken competence in English is required. Please state your language capability.

Nice to have:

Preference may be given to candidates that possess or have experience in one or more of the following:

  • Security certifications (e.g., CISSP, CISA, CompTIA, Microsoft, Cisco) or equivalent credentials;
  • Information security frameworks, policies, and compliance standards;
  • Conducting Threat Risk Assessments (TRAs) and Business Impact Assessments (BIAs);
  • Writing complex oracle SQL queries.

  • Knowledge of Auditing (e.g. Information Systems Security Processes and Controls);
  • Knowledge of Research Methodologies, Principles and Practices;
  • Knowledge of IT strategic planning, enterprise architecture principles, and digital transformation methodologies;
  • Written communication and presentation skills.

Operational Requirements:

Travel within the province may be required.
