About Property Valuation Services Corporation
Property Valuation Services Corporation (PVSC) is an independent, not-for-profit organization that provides property assessment services and information to Nova Scotia municipalities and property owners.
We employ approximately 135 people who live and work in over 60 communities across the province.
Local governments use our annual property assessments to establish their municipal property tax rates, which fund important local services and infrastructure, and build communities.
About the Opportunity
Reporting to the Vice President, Operations, the Senior Director, Valuation Services oversees assessment operations, valuation services, workforce capacity, and performance to support the delivery of Nova Scotia's annual assessment roll under the Nova Scotia Assessment Act.
The Senior Director aligns people, priorities, and resources to meet operational and service commitments while working closely with quality assurance colleagues.
As a key member of the operations leadership team, the Senior Director turns organizational priorities into action and is accountable for assigned areas that support effective assessment services.
What You'll Do
Operational Leadership and Delivery
- Oversee the timely delivery and defence of Nova Scotia's annual assessment roll.
- Guide Assistant Directors and align priorities, resources, and work plans with the annual assessment cycle.
- Monitor operational readiness, performance, risks, and resource needs, acting as required.
People Leadership and Talent Development
- Lead, coach, and support the Assistant Director team.
- Foster a culture of accountability, collaboration, innovation, and employee engagement.
- Strengthen leadership capacity through development, workforce planning, succession planning, and mentoring.
Strategic Support and Operational Integration
- Translate strategic priorities into clear operational plans and deliverables.
- Connect people, processes, technology, and data to support operational priorities.
- Provide practical advice on operational risks and opportunities, and lead improvements to service delivery.
Valuation Quality and Operational Excellence
- Promote consistent standards, processes, controls, and reporting across operations.
- Provide operational oversight for industry accepted valuation approaches, methodologies, models, and tools.
- Work across valuation, data science, and technology teams to strengthen practices and service delivery.
- Lead process, technology, and business improvements that enhance organizational effectiveness.
Stakeholder and Industry Relationships
- Build strong relationships with municipal clients, industry representatives, and colleagues across PVSC.
- Represent PVSC in stakeholder meetings, industry forums, committees, and professional associations.
- Evaluate emerging trends and apply leading practices to improve operations.
Take on other related duties and contribute to additional initiatives, as assigned.
What You'll Bring
You have a bachelor's degree in business administration, commerce, public administration, or a related discipline, along with at least 10 years of property assessment experience, including 5 years in progressively responsible leadership roles. An equivalent combination of relevant education, training, and experience may also be considered.
You also hold an industry designation from a recognized organization, such as the Appraisal Institute of Canada, International Association of Assessing Officers, Institute of Municipal Assessors, or Royal Institution of Chartered Surveyors.
You bring the ability to:
- Apply extensive knowledge of property assessment, valuation, mass appraisal, industry standards, and the assessment cycle.
- Interpret the Nova Scotia Assessment Act, related legislation, and government structures.
- Lead and develop large operational teams through coaching, succession planning, and performance management.
- Manage performance, resources, risks, and service delivery in a complex environment.
- Analyze issues, make sound decisions, solve problems, and resolve conflict.
- Lead change, improve processes, and develop practical recommendations.
- Communicate clearly and build strong relationships with internal and external partners.
The following experience and credentials are considered assets:
- Experience leading large operational teams through change and modernization initiatives.
- Project management, leadership, or continuous improvement certifications.
Special Requirements
- This role requires occasional travel throughout Nova Scotia. A valid Class 5 driver's license and access to reliable transportation are required.
