About the Role

EllisDon is seeking a Security Manager to lead the development, implementation, and day-to-day management of the security program for a secure federal construction project. Reporting to and directly supporting the Senior Project Manager, this essential is a leadership role that will assess, plan, forecast, and oversee project security requirements, including site security operations, Guard Force performance, access and badging protocols, RFV processes, security-related training, and the control of sensitive project information.

This is a critical site-based role that sits at the intersection of strategic security oversight and practical project execution. The successful candidate will bring a common sense, reliable, and hands-on leadership style, with the judgement, credibility, and technical security knowledge required to enforce standards, support construction delivery, manage project-related security risk, and work effectively with internal teams, subcontractors, client representatives, and government stakeholders.

What You Will Do

Security Planning & Governance

  • Lead the development, implementation, and ongoing management and adherence of the Project Security Implementation Plan and Construction Security Plan.
  • Establish site-specific protocols for security signage, security designations, access restrictions, inspections, reporting, and escalation.
  • Interpret project security requirements and translate them into practical site processes that can be consistently followed by EllisDon staff, subcontractors, visitors, and guard force personnel.
  • Maintain security documentation and records to support audit readiness, project reporting, and client/government compliance expectations.

Physical Site Security Operations & Oversight

  • Manage overall site security operations, including the Security team and Guard Force teams.
  • Provide leadership and quality assurance of all security inspections of personnel, vehicles, materials, tools, equipment, IT components, and construction-related assets entering or leaving the site.
  • Identify operational security gaps and implement corrective actions in a timely and practical manner.

Access Control, Badging & RFV Management

  • Oversee the production and quality control of daily, weekly, or as-needed access lists, badging requirements, site access protocols, and related records.
  • Lead the timely and accurate management of the RFV process, as governed by DCC.
  • Ensure access decisions are properly documented, consistently applied, and aligned with project security requirements.
  • Coordinate with project teams, subcontractors, and relevant stakeholders to anticipate access needs and prevent security-related delays where possible.

Classified, Controlled & Sensitive Information Management

  • Oversee the security and control of unclassified, classified, controlled, or otherwise sensitive project documents, drawings, records, photos, and electronic files.
  • Establish and maintain protocols for document access, storage, transmission, handling, reproduction, retention, and disposal among project stakeholders and subcontractors.
  • Implement daily review protocols for site photos and assess them against the project Security Classification Guide.

Project Advisory, Training & Stakeholder Support

  • Attend security-related meetings and provide clear advice on security matters affecting site execution.
  • Support project leadership in assessing the impact of security requirements on constructability, sequencing, access, logistics, and schedule.
  • Develop and manage training plans for EllisDon security staff and Guard Force teams to support consistent inspections, access control, documentation, and incident response.
  • Act as a credible security resource to project teams, subcontractors, client representatives, and government/security stakeholders.

What You Bring

  • A degree in Business Administration, or related degree/diploma; equivalent technical training and applied experience will be considered.
  • Progressive experience in industrial security, construction site security, federal project security, critical infrastructure security, or a related regulated security environment.
  • Minimum of five years of relevant security experience, with preference for candidates who have led site security operations, developed security plans, managed guard force teams, or supported secure construction/infrastructure projects.
  • Experience as an Alternate Company Security Officer (ACSO) or Company Security Officer (CSO), or comparable hands-on experience with federal industrial security compliance.
  • Secret Clearance through CISD/PSPC is required; candidates with current clearance will be strongly preferred.
  • Knowledge of DCC, CISD/PSPC, RFV, access control, badging, classified/sensitive document handling, and construction-site security processes is strongly preferred.
  • Demonstrated ability to manage security personnel, set expectations, correct performance issues, train teams, and maintain consistent inspection and reporting standards.
  • Strong judgement, documentation discipline, discretion, and the ability to balance security compliance with the practical realities of active construction delivery.
  • Confident communicator who can work positively with project leaders, subcontractors, field teams, guard force personnel, and client/government stakeholders to achieve a common project goal.
