Manager, Internal Review
As Manager, Internal Review, you will be accountable for the effective and efficient management of WorkplaceNL's functions as it pertains to the internal review process, WCIRB representation, third party determinations, release of injured worker and employer file information, standards development and monitoring. You will ensure compliance with all board policies governing these areas and are responsible for meeting goals and objectives established for the department.
The workers' compensation system in Newfoundland and Labrador has two levels of review. The first level of review is the internal review process within WorkplaceNL. The Manager, Internal Review, provides oversight of the internal review process by ensuring prompt and analytical reviews are conducted within a policy-driven timeframe for any involved party who objects to decisions made under the Workplace Health, Safety and Compensation Act (the Act), regulations and policy.
The second level of review is the external review process of the Worker's Compensation Independent Review Board (WCIRB). This process ensures internal review's final decisions comply with the Act, Regulations and WorkplaceNL policies.
Role Responsibilities
- Provides advice and guidance to the internal review specialist on complex issues under review or where the intent of a policy is uncertain. Possesses extensive knowledge of all issues subject to review to ensure the decisions of internal review are within the spirit and intent of the Act, Regulations, and policies.
- Possesses a high level of analytical thought, reasoning, problem-solving and writing skills combined with proactive interpersonal interventions to lead, coach and mentor the decision makers within internal review. These required skills are supplemented by extensive knowledge of the Act, regulations, policies and procedures - past and present.
- Reviews and analyzes internal review decision outcomes with a view to ensuring compliance with legislation, Board policies and procedures, and strengthening decision making.
- Ensures the internal review specialists are assigned, prepared and informed to make representation at WCIRB hearings presenting WorkplaceNL's position and interpreting legislation and/or policies when requested. Representation at WCIRB hearings will be made on a wide range of issues subject to review, including Worker, Employer and Prevention Services issues.
Essential Skills and Qualifications
- Bachelor's degree, five years' experience in the workplace health, safety and compensation setting, with a focus on claim related decision making.
- Extensive knowledge of WorkplaceNL legislation, regulations, policies, procedures and programs.
- Extensive knowledge of Workplace, Health, Safety and Compensation Review Division (WHSCRD) regulations.
- Extensive knowledge of ATIPPA and PHIA privacy legislation.
- Excellent organizational, analytical, problem-solving and interpersonal skills.
- Excellent oral and written communication skills.
- Demonstrated ability to work as a team player.

- Internal reviews are completed within established service standards, with clear, concise decisions that are easily understood by workers and employers.

- The team is well-supported, engaged, and continuously building expertise, demonstrating accountability and confidence in complex decision-making.

- Continuous improvement initiatives strengthen processes, enhance decision quality, and improve the overall effectiveness of the internal review process.
