The Chapman Group is assisting its client, the Town of Woodstock, in recruiting a Director of Engineering and Municipal Services. The Director of Engineering and Municipal Services will provide strategic direction and technical leadership across municipal operations involving engineering, transportation, infrastructure construction, property and building maintenance, and water and sewer systems. The Director will play a key leadership role as part of the Senior Management Team in offering cross-departmental technical support on planning and infrastructure-related matters to ensure effective planning, development, and delivery of critical public/municipal services.

Reporting to the Chief of Administrative Officer, the Director of Engineering and Municipal Services will be responsible for the planning and coordination of the town's Public Works and Utility department in collaboration with other management and supervisory staff (union and non-union employees). This also includes ensuring safe and efficient delivery of public services and compliance with regulations and reporting requirements on behalf of the municipality. Success requires developing a close working relationship with all directors, managers and staff to ensure an integrated approach and a high level of customer service.

Responsabilités

• Plan and integrate the work of the Public Works and Utility department to ensure that municipal roads, water and sewer systems, drainage systems, streetlights, garbage collection, parks and recreational areas and municipal property are inspected regularly and operated in a safe and efficient manner

• Direct and evaluate the performance of assigned staff and attend the work site as required

• Develop, coordinate, review and approve the work for municipal construction projects including any contractors, obtain advice from external consultants/engineers as needed, based on timing and complexity

• Ensures safe, effective and efficient work while monitoring departmental costs

• Directs the development of and monitors Establish performance requirements and professional development targets

• Regularly monitor performance and provide coaching for improvement and growth

• Represent the employer as a member of the Bargaining Committee for the Collective Agreement and of the Labour Management committee.

• Negotiate contract provisions, recommend contract awards and review and approve contractor work/ performance

• Develop specifications and bid documents for a variety of public works and public utilities related designs, construction and maintenance projects.

• Represent the Town by collaborating with external agencies, partners or stakeholders on a wide variety of issues pertaining to delivery of critical public/municipal services

• Develop, implement and monitor long-term departmental plans, asset management plans , goals and objectives as focused on achieving Council priorities and in support of the Town's mission and vision

• Monitors developments related to public works and utilities matters, evaluates their impact on town operations, and implements policy and procedure improvements.

• Prepare departmental budget, as approved by Council and reviewed monthly by the Finance Committee

• Monitor expenses and budget in cooperation with the Finance department

• Determine the availability of grants, subsidies and other forms of funding proposals and ensures eligibility, scheduling/timing and implementation requirements are fulfilled

• Assist in the preparation or revision of relevant Town bylaws

• Advise Town Council, CAO, citizen groups, individuals, contractors and others on departmental issues as needed

• Attends Town Council and Council Committee meetings as a technical resource

• Ensure compliance, training and reporting requirements are met in accordance with all federal and provincial legislation and regulations - environmental, health and safety etc.

• Reviews and approves engineering drawings for all department construction work, subdivision development, based on required professional qualifications

• Responsible for subdivision site inspections

• Review and advise on development plans and permits for work in the Town's rights-of-way

· Responsible for other related duties and special projects as required/assigned

Qualifications

· Post-secondary education in construction, engineering or related discipline

· An engineering related technical or professional designation would be considered an asset, Professional Engineer (PEng, PTech, CET) designation is an asset

· Eight to ten (8-10) years of progressive relevant management experience, ideally involving operations of water supply and distribution, sanitary sewage and treatment, storm water management and land development, preferably in a municipal or public sector environment (Public Works/Utility)

· Strong working knowledge of the principles and practices of public administration, including budgeting, purchasing and the maintenance of public records

· Proficient working knowledge of theory, principles and practices of public works, traffic engineering, municipal water and sewer engineering, and public works and utilities and facilities maintenance functions

· Thorough operational knowledge of roads/water/sewer construction, maintenance management, waste management

· Proven expertise in contract development, tendering, and administration for capital assets and infrastructure projects, including researching and leveraging subsidies or funding

· Excellent communication skills verbal, interpersonal and written

· Demonstrated ability to manage multiple projects with a high level of collaboration
