This transformative program will redefine how Canada trains its pilots, Air Combat Systems Officers (ACSOs), and Airborne Electronic Sensor Operators (AES Ops) through a powerful blend of live flying, advanced simulation, and classroom instruction.

PAL Aerospace is seeking a highly skilled and certified Project Manager to lead the planning, execution, monitoring, and closing of a complex aviation project involving the development, modification, integration, and acceptance of three (3) De Havilland Dash 8-400 aircraft. This role is critical to the success of the FAcT Program. Reporting to the FAcT Program Manager, the Project Manager will work alongside experts in a mission that directly supports Canada's defense.

Duties and Responsibilities:

Project Planning and Coordination

  • Develop detailed project plans, outlining project objectives, tasks, timelines, and resource requirements.
  • Coordinate and collaborate with cross-functional teams, including engineers, technicians, and suppliers, to ensure project goals are met.
  • Conduct risk assessments and implement mitigation strategies to minimize project risks.

Budget and Resource Management

  • Work with the Finance Team to manage project budgets, track expenditures, and ensure cost-effectiveness throughout the project lifecycle.
  • Allocate and optimize resources effectively, ensuring teams have the necessary tools, materials, and support to execute project tasks.

Regulatory Compliance

  • Ensure projects adhere to industry regulations, safety standards, and quality guidelines.
  • Coordinate with Engineering to obtain necessary certifications and approvals for aerospace projects.

Stakeholder Communication

  • Act as the primary point of contact for stakeholders, providing regular updates on project progress, challenges, and milestones.
  • Foster positive relationships with clients, suppliers, and internal teams to promote collaboration and effective communication.
  • Maintain accurate and comprehensive project documentation, following PAL's Project Management Methodology, including project management plans, progress reports, and change requests.
  • Prepare detailed project reports for management review, summarizing project status, challenges, and achievements.
  • Other duties as assigned.

Qualifications:

  • Candidates must hold an active PMP certification from the Project Management Institute (PMI).
  • A minimum of five-seven (5-7) years of direct work experience in project management
  • Proven experience managing complex projects across cross-functional teams.
  • Strong knowledge and demonstrated success in applying project management methodologies, tools, and best practices.
  • Must be proficient in applying EVM principles to monitor project performance, forecast outcomes, and manage cost and schedule variances.
  • Ability to analyze and interpret EVM metrics such as CPI, SPI, and EAC.
  • Experience working in the Canadian Security and Defence or aerospace is preferred.
  • Experience working on complex Government of Canada contacts is preferred.
  • Demonstrated results-oriented approach to projects.
  • Highly effective negotiation, diplomatic, and conflict resolution skills.
  • Strong knowledge of financial management, technology management, and internal controls.
  • Strong problem identification and problem resolution skills.
  • Excellent leadership, communication, and stakeholder management skills.
  • Able to build and maintain lasting relationships with business units, corporate departments, key managers, and other stakeholders.
  • Able to effectively communicate, both verbally and in writing, with all levels of staff, including technical, professional, and senior management.
  • Flexibility to adjust to shifting priorities and deadlines.
  • High level of proficiency with Microsoft Office Suite, MS Project, SharePoint, Jama software.
  • Familiarization of Transport Canada and DND's Directorate of Technical Airworthiness and Engineering Support processes would be considered an asset.
  • Ability to travel as per program requirements

Security Responsibilities:

Incumbent must be eligible for Government Personnel Security Clearance.
