Job Description:
Department Overview
The Treasury and Balance Sheet Management (TBSM) department of TD Bank is responsible for overseeing the management of TD's consolidated non-trading market and liquidity risk, funding strategies and transfer pricing, as well as capital and stress testing.
Enterprise Stress Testing (EST) is responsible for managing the Bank's capital related stress testing programs. EST is responsible for developing Scenarios used by the Enterprise and Subsidiaries used in support of Internal and Regulatory Capital Adequacy Assessment Processes. EST also manages the execution of Enterprise Stress Testing and is responsible for reporting the results to senior executive, Board committees and regulators.
Job Description
The position is responsible for the oversight and management of bank's Enterprise Stress Testing Execution Plans, Select Initiatives, and documentation of controls. The role leads the enterprise-wide co-ordination of multiple programs including but not limited to Enterprise Wide Stress Testing (EWST), Macroeconomic Stress Testing (MST) and Adhoc Stress Testing. In addition the role supports the planning and tracking of certain initiatives including scenario generation and aggregation and reporting capabilities. The role supports reporting to various committees, and co-ordination with and submissions to Regulators.
1. Program Management of Cycle Playbook Status Reporting
Responsible for effective development and execution of end-to-end enterprise-wide playbooks, including communication and coordination across interdependent teams, working groups and councils
Responsible for coordinating status updates
Leads tracking and co-ordination of issue remediation
Support the reporting to Executive and committees
Lead the co-ordination of regulatory review requests and meetings
2. Program Management of EST Stress Testing Initiatives
Responsible for effective development and tracking of Initiative plans including financials
Lead the reporting to the Enterprise-side Stress Testing Program Council for all initiatives
Lead the quarterly updates Enterprise Change Program for those initiatives.
3. Stress Testing Program Controls Management
Support the coordination of the documentation of key controls across the program
Lead co-ordination of program reviews by Second Line and Internal Audit.
Job Requirements
Excellent inter-personal and internal relationship management skills
The candidate will be required to work extensively with different stakeholder groups both within and outside of the Treasury department. The candidate must have demonstrated a proven capability to complete tasks through gaining organizational buy-in, using both formal and informal channels. Strong organizational, follow-up and priority-setting skills, and ability to interact well with many areas and individuals at all levels of the Bank.
Excellent verbal and written communication skills
The candidate should have a well-developed interpersonal, organizational, analytical, problem-solving, negotiation and verbal and written communication skills and have demonstrated the ability to summarize complicated issues into concise effective communications
Strong project management capabilities
The role involves managing a large number of stakeholders including their interdependencies under tight deadlines. The ideal candidate should demonstrate strong project management capabilities to prioritize and manage simultaneous job demands.
Strong understanding of Regulatory requirements for Stress testing.
The candidate must have demonstrated skills in understanding the general requirements and expectations related to stress testing.
Attention to detail
The position is responsible for the planning, consolidation and reporting of complex model, control and other submission details from a large and diverse group of stakeholders. The candidate must be prepared to spend the time required to thoroughly understand all requirements, inter-dependencies, conduct "deep-dives" into processes/ practices in order to ensure timely delivery of the Programs and accuracy of work. Attention to detail and the ability to work well independently and as part of a team are necessary skills.
Good business judgment
The candidate must be able to exercise good business judgment in assessing opportunities, identifying potential problem areas, and recommending/ providing timely solutions. Furthermore, the candidate should be comfortable leading through transformational change and recognized as a champion for continuous evolution and improvement.
Additional Information
Specific experience and education requirements of the EST Sr. Program Manager – Enterprise Stress Testing
University degree in Finance, Accounting, Economics or a related field
CPA, MBA, CFA, or other professional designations preferred
PMP designation is an asset
Advanced knowledge and proficiency in MS office suite specifically Microsoft Project, Excel, PowerPoint and Word
Minimum 10 years of Bank, trading or treasury related experience with progressing levels of operational and/or team management responsibility
Knowledge of Stress Testing, capital markets, asset/liability management principles and banking products
Demonstrated strong project management capabilities
Knowledge of the Bank's financial and management reporting infrastructure and strong accounting background would be an asset
Knowledge on stress testing regulatory requirements would be preferred
Work activities include a blend of highly collaborative activities and individual deliverables. Individuals are expected to be onsite 4 days a week effective 3 Nov, 2025. Colleagues may spend more or less days in office as required by the business line.
