Horizon Health Network in beautiful New Brunswick is looking for a Facility Manager/Site Operations Lead and Patient Flow to join our team!

Horizon Health Network (Horizon) is seeking a strategic, innovative, influential, committed and dedicated, individual to join our team as a Facility Manager/Site Operations Lead and Patient Flow.

Under the Clinical Director of Operations and Patient Flow for the Saint John Area, the incumbent will assist in managing activities, including service planning, human resources, finances, equipment, staff training, and quality and risk management. They will support training and research alongside directors and managers and oversee patient flow to optimize operations, enhance care quality, and ensure seamless communication across teams and partners.

The Facility Manager ensures the hospital operates according to its mission, vision and values as developed by the St. Joseph Hospital Advisory Committee and approved by its sponsors, Catholic Health International, and the Horizon Health Network. They report, in a consultative/liaison relationship to St. Joseph Hospital Advisory Committee. They ensure compliance with the Hospital Act, Health Authority bylaws, and the agreement between Catholic Health International and the Province of New Brunswick, maintaining the facility's Catholic identity.

They will be responsible for the effective and efficient day-to-day operation of the facility. They will participate in organizing and leading the activities and programs of the facility in a manner consistent with the operational policies of the Regional Health Authority, its bylaws, and strategic plan, as well as the New Brunswick Hospital System Master Plan, the parameters and guidelines issued by the Minister of Health, and the applicable laws and regulations of New Brunswick and Canada.

Who you are

  • You have a worked in management position for a minimum of three years. You have five years experience in the healthcare sector or related field.
  • Undergraduate degree in applied science or a health-related field.
  • A graduate-level certificate in health services management or higher (diploma or master's degree) is a strong asset.
  • Experience in staff supervision/management with strong coaching abilities.
  • A combination of education and experience deemed equivalent may be considered
  • Proficiency in both spoken and written English required and proficiency in both spoken and written French is an asset

What you will do

  • Plans and organizes services related to human resources management, finances, equipment, staff training, quality, and risk management, and supports training and research in co-leadership with specific directors and managers.
  • Responsible for ensuring effective patient flow through administrative and clinical processes to optimize operations, improve quality of care, and ensure smooth communication between internal teams, within the zone, and with external partners.
  • Promotes teamwork and engages staff, employees, and communities to meet the objectives of the Operations and Patient Flow yearly work plans. Collaborates with physicians, government departments, other sectors, partners, the local team, the zone, and community stakeholders to ensure sector objectives are achieved.
  • Manages certain administrative and non-clinical tasks within the facility, such as Kronos, audits, and access management for areas not directly under their responsibility.
  • Regularly evaluates and reviews services under their supervision using performance indicators to ensure they produce the expected results efficiently and effectively.
  • Ensures the quality and safety of care and services provided in the facility, including supervision of necessary professional development.
  • Participates in the development and implementation of recruitment and retention strategies as required for any health care provider employed or privileged to provide care within St. Joseph's Hospital.
  • Directly supervises employees under their responsibility, conducts performance evaluations, provides guidance, and supports attendance management, progressive discipline, and succession planning.
  • Participates in sound financial planning, ensures close supervision of expenditures, and provides regular reporting.

  • Develops work plans for St Joseph's Hospital, with initiatives that contribute to achieving the strategic objectives of Horizon Health Network's Regional Health and Business Plan
  • Familiarizes themselves with the following documents: the Hospital Act and its regulations, regional health authority regulations, hospital network master plan, strategic plans of the health authorities, the Agreement between Catholic Health International and the Province of New Brunswick, the Health Ethics Guide of the Catholic Health Alliance of Canada, and St. Joseph's Hospital's mission.
  • Ensures consistent implementation of the mission statements of the Health Authority and St. Joseph's Hospital, in accordance with applicable regulations, the Hospital Act, and the Agreement between Catholic Health International and the Province of New Brunswick as they relate to the preservation of the identity, mission, vision and values of the facility.
  • Works with the Advisory Committee to identify and implement programs and services essential to the facility's mission, particularly the delivery of a Spiritual and Religious Care and Mission Program. Collaborates with the Regional Director of Spiritual Care to oversee the Spiritual & Religious Care Program at St Joseph's Hospital.
  • Maintains effective communication with medical staff, employees, patients, and the public in promoting services.
  • Serves as the liaison with the Hospital Foundation as well as other community organizations. The Facility Manager will represent the Hospital in special events and fund- raising activities along with other Program/Department Directors as appropriate. Such community involvement could include communication with the media.
  • Demonstrates a commitment to their own professional development and encourages others to do the same, including participation in training and leadership sessions offered by Catholic Health International, the Catholic Health Association of New Brunswick, and the Catholic Health Alliance of Canada.
  • Completes the Catholic Leadership Formation Program offered by Catholic Health International within 24 months of starting in the facility management role.
  • Submits required reports to the sponsor, Catholic Health International.
  • Ensure St Joseph's Hospital Ethics Committee meets regularly in accordance with the Agreement between Catholic Health International and the Province of New Brunswick.
  • Collaborates with the Director of Volunteer Programs at St Joseph's Hospital.
  • Provides supervision and guidance to the Nursing Supervisors, Customer Service Department and full-time float staff.
  • Responsible for coordinating communication for employees within the facility by:
    • Receiving timely information regarding facilities servies either through direct participation in planning and implementation or as an outcome of planning and;
    • Disseminating information to all staff within the facility as it pertains to service delivery and activities impacting the facilities and region in general.
  • Responsible for ensuring effective facility emergency preparedness and response. Specifically:
    • Ensures that site specific Emergency Response Plans are developed and maintained and are integrated with the overall region plans.
    • Ensures implementation and evaluation of regular Emergency Preparedness drills in accordance with accreditation standards and with regional coordination.
    • Assumes or delegates operational control including liaison with the Horizon Emergency Operation Center in the event of any large-scale incident affecting the facility.
    • Participates in any ongoing Emergency Preparedness and Response education and training.
    • In collaboration with the Emergency Preparedness and Response Coordinator, will ensure that appropriate staff is trained in relevant Emergency Preparedness and Response protocols.
  • In collaboration with the relevant Program/Region Director, Clinical Department Head and Patient Representative, may provide risk management follow-up for any area of the hospital.
  • Participates in Region Administative "on-call" schedule
