Reporting to the Chief Executive Office, the Communication and Engagement Strategist serves a critical role in shaping and managing the Joint Regional Transportation Agency (JRTA) brand and developing and executing corporate and project-oriented communications and engagement strategies. The Strategist so provides strategy and policy support on development of annual reports, business plans, strategic planning, preparation of briefing materials and other policy related documents.
Develops, executes, monitors, and evaluates public and stakeholder communication and engagement strategies. Manage a communications and engagement budget, including any paid media.
Builds and helps execute strategic partnerships, as well coordinates and facilitates collaboration across stakeholder groups i.e. Halifax Regional Municipality, Halifax Harbour Bridges, Halifax Port Authority. This includes issues management, communication and engagement with external high influence stakeholders on matters of corporate priority, high-risk, and cross-jurisdictional concerns.
Manage and direct the work of consultants, including but not limited to work on the development of the JRTA brand, website development, and a communications and engagement strategy for Regional Transportation Planning.
Participates in working groups, committees and meetings to coordinate strategic communications and/or issues management where information must be delivered to a variety of audiences (internal and external). Actively participates in decision-making by offering communication expertise and guidance. Is the JRTA spokesperson, prepare media releases, handle media inquiries and interviews. Liaise with Communications Nova Scotia as necessary.
Produces, implements and evaluates social media, digital content and strategies that build external awareness and understanding of corporate priorities, initiatives, and programs. Monitors online conversations among key stakeholders related to key corporate priorities and initiatives and identify issues and/or opportunities.
Using excellent writing skills, research, prepares and edits a variety of communications materials including news releases, backgrounders, fact sheets, speeches, presentations, and communication plans. Plans and coordinates announcements and events, including news conferences and technical briefings for media and the public. Stays up-to-speed on emerging tools and technologies related to social media and digital.
Develops tools and templates, such as stakeholder mapping tools; stakeholder Prioritization Matrix's; stakeholder Influence-Impact assessment profiles and others to support effective categorization of stakeholders, e.g. High-Influence Challengers.
Is the lead author and designer of key business reports and documents, including: annual reports, business plans, briefing notes, and conducts associated research as required.
Coordinate print and electronic media production projects as required.
Completion of a university degree in communications, public affairs or a related discipline is required.
Ideally five (5) to seven (7) years of progressive experience in a corporate communications environment including government relations, public and stakeholder engagement and project management.

The Joint Regional Transportation Agency (JRTA) was created in the fall of 2021 as a new provincial crown corporation responsible for ensuring safer, more efficient, and effective regional transportation planning for Halifax and the surrounding region. The primary mandate of the JRTA is to develop a long-range transportation plan that considers all modes of transportation that facilitate the movement of people (walking/rolling, cycling, buses, ferries, trains, vehicles) and goods (trucks, trains, ships, planes) as well as the associated infrastructure (streets, active transportation facilities, highways, bridges, rail corridors, ports - marine, ground, air) throughout the region. The planning process is anticipated to launch in early 2023 and continue over the next 1.5 years
