JOB SUMMARY:
Reporting to the Chief Financial Officer, the incumbent of this position is responsible for the management of financial operations, which encompasses payroll, accounts receivable (clients) and accounts payable (suppliers), as well as supply and contract management. The role consists of leading the administration of transactional financial information, as prescribed. Their responsibilities are fulfilled by providing direction and support to their managers and their teams responsible for the accounting treatment of financial data related to Network operations. The incumbent makes the necessary tools and guidelines available to their team. To this end, the incumbent reviews, revises and/or drafts the necessary policies and procedures to ensure compliance with the laws, regulations and accounting principles of the public sector in force, while taking into consideration the strategies, policies and procedures of Vitalité Health Network and the province. As a financial expert, the incumbent advises sector managers on administrative processes. The incumbent administers all financial commitments obtained through contractual agreements and other arrangements. The incumbent ensures the reduction of financial risks through the management of financial operations and is responsible for the results and performances of their team. The incumbent participates in the periodic book closing process. The incumbent will have to build and maintain business relationships with many partners, both internal and external, which are essential in order to advance his/her cases. The incumbent ensures the adequacy of its processes, while aiming for standardization and participating in the integration and maintenance of uniform processes through the application of current best practices. The incumbent will be responsible for the continuous improvement of their services in a complex governmental environment.
REQUIREMENTS:
  • Bachelor of business administration with concentration in accounting or equivalent;
  • Professional designation in accounting (CPA) is essential;
  • Minimum of seven years' relevant experience in financial accounting management in a medium- or large-sized business environment;
  • Experience in staff supervision and management, preferably in a unionized environment;
  • Proven skill and experience in the development and implementation of best practices;
  • A combination of training and experience deemed equivalent may be considered;
  • Excellent knowledge of financial services and best practices in this field;
  • Excellent management skills;
  • Ability to set priorities;
  • Proven ability to provide transformational leadership with a continuous improvement approach;
  • Strong skills in planning, delivering and evaluating services;
  • Strong communication skills, with proven ability to explain technical and digital health concepts to a non-technical audience;
  • Ability to influence and motivate teams;
  • Strong coaching skills;
  • Solid skills in analyzing and researching creative and strategic solutions;
  • Availability to travel within the Network's territory;
  • Good verbal and written communication skills in both official languages;
  • Proficiency with financial and management computer tools (e.g., Microsoft Office 365);
  • Ability to work independently and as part of a team;
  • Physical ability to perform assigned work;
  • Good work history (performance and attendance);
  • Adherence to professional ethics principles, the Network's management philosophy, and organizational values;
  • Compliance with the rules of confidentiality established by the Vitalité Health Network.
