Director of Construction and Project Management

We are currently seeking to add a Director of Construction and Project Management to our Halifax team.

The Director of Construction and Project Management will be responsible for 'end to end' project management of new buildings and renovations to existing properties, primarily for the Company's growing portfolio of commercial properties. The successful candidate must have the ability to manage the entire development process from due diligence, planning, design, permitting, scheduling, budgeting, and implementing to completion to ensure that we deliver our projects on time and on budget to meet our business plans. Must have the ability to step in at any stage of the development process.

Essential Duties:

  • Act as the client's representative for construction and capital projects of varying sizes, and work collaboratively with project team including finance, construction, sales, asset management, external consultants, and leadership to ensure project objectives are being met, including well thought out plans, the timely receipt of permits and approvals, and the value engineering process is performed
  • Facilitation of timely information transfer, ensuring that all stakeholders are not being restrained by a lack of any required information
  • Research design and equipment options and coordinate with colleagues in regard to project plan life cycle costing, as they relate to equipment and building assemblies
  • Represent Armco in regulatory, project and construction meetings, and relationship development with key stakeholders
  • Play a key role in the preparation of major project budgets and be responsible for continuous tracking and reporting to Shareholders.
  • Preparation and management of project budgets for all capital improvement, refurbishment and tenant improvement works, as well as continuous budget tracking and monthly and quarterly forecasts
  • Active participation with the design team, maintaining a finger on the pulse of the design on a day-by-day basis, providing highest value solutions to design and construction options in a timely manner 
  • Provide senior management with quality recommendations of selection of general contractors and sub-trade contractors. Assist in the review and award of construction contract(s) relative to development
  • Oversee tenant improvement and significant capital works projects through design, permitting, tender, construction to operation
  • For smaller projects undertaken directly by Armco, schedule resources, contractors and vendors to achieve specified build timelines
  • Perform construction related inspections and prepare required documentation
  • Perform systems functional testing prior to occupancy
  • Lead take-over inspections of constructed properties prior to occupancy, pushing deficiency correction, and be responsible for identification and contractor attendance of warranty related work, with the ultimate goal being a top quality end product
  • Document project specific construction and building operational processes
  • Work with Facility Management team during the first year of operations, identifying and dealing with building matters that are the responsibility of the construction and/or design team, as well as assisting in refining the operational efficiency of the building
  • Participate in the preparation of annual real asset operations and maintenance budgets.

Required Skills & Experience:

Education & Experience

  • Strong end-to-end Project Management experience with a minimum 10 years of progressively increased responsibility in construction management
  • Technical training in civil or mechanical engineering, ideally a P.Eng designation
  • Solid ability in the use of Microsoft Project, as well as the standard Microsoft suite of office productivity software
  • Must have knowledge or ability to research and understand relevant development and construction codes, the approval and permitting processes to navigate issues with a critical eye and creative attitude
  • Working knowledge of Building Automation Systems installations and their operation
  • Working knowledge of local Building Codes, Fire Codes and general construction practices
  • Comprehensive knowledge of building construction, systems, and costs
  • Technical knowledge and skills relevant to project management, including extensive experience in project planning and management, estimating and schedule creating and tracking
  • Comfortable moving between overseeing projects and hands on, front line duties as required
  • A proven track record in commercial construction and/or the commercial real estate development industries
  • High level of working knowledge of the skilled trades with commercial general contracting experience 
  • Demonstrated excellence with respect to problem solving capability
  • Ability to read, analyze and interpret complex design documents
