Service New Brunswick is seeking an individual to join the Business Application Services Branch as a Senior Business Systems Analyst / Team Lead in Fredericton.

Reporting to the Manager of Application Services, you will be responsible to provide team leadership and manage daily projects, analysis/design, development, application support and maintenance activities, resolution of incidents and fulfillment of requests for various client and corporate initiatives.

Your responsibilities will include but are not limited to:

  • Planning and overseeing the day to day activities of the team
  • Providing direction and technical expertise in all aspects of application development, maintenance and support
  • Providing direction to the team with regards to standards and processes for deliverables
  • Ensuring application design/development, maintenance and support activities adhere to policies, standards, processes and procedures
  • Planning and managing maintenance releases
  • Working closely with business owners to effectively and efficiently prioritize and schedule activities
  • Preparing documentation as required, including regular status reporting
  • Overseeing the implementation of technical solutions in an operational environment
  • Participating/assisting in the development of change management, training strategies, and plans as required
  • Working with the appropriate teams within SNB to ensure that the technical architecture is being supported and leveraged
  • Working with technical teams and business units to analyze business needs, recommend and develop solutions to address their business challenges
  • Working with technical teams and business units to define and document project related benefits, outcomes and measures
  • Working with clients to facilitate workshops including defining and documenting client business processes, current and future state, as well as analysing and documenting gaps between requirements and solution deliverables
  • Assisting in the development, review and update of other deliverables, including but not limited to:
    • Business process diagrams
    • Standard operating procedures / practices
    • Functional requirements
    • Training strategies
    • Work plans
    • Business cases
    • Threat Risk Assessment
    • Business Impact Analysis
  • Maintaining a strong linkage and collaboration with project managers and other key stakeholders such as Business Relationship Management, project teams and other SNB teams
  • Contributing to issue, change, and risk management processes

ESSENTIAL QUALIFICATIONS: A university degree in Computer Science and a minimum of six (6) years of progressive related experience with a minimum of two (2) years of supervisory experience.

Subject to the response to this competition, an equivalent combination of training and experience may be considered, or the required years of experience may be increased.

Written and spoken competence in English is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:

  • Business Analyst Certifications such as IIBA-CBAP, PMI-PBA, IQBBA
  • Experience with Project Management tools and methodologies
  • Experience with the application development lifecycle
  • Experience with Project Management and Solution Delivery methodologies
  • Experience with use case modeling and analysis
  • Experience with AGILE Development Methodologies

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS: This position may require some travel, and you must possess a valid driver's license.

This position requires periodic flexibility in working hours, which includes evenings and weekends.

Candidates will be required to undergo Criminal History Clearance prior to appointment.
