JOB PURPOSE:

The Regional Program Lead is a Registered Nurse with extensive knowledge and experience in the field of Public Health. This includes and in depth understanding of key Public Health concepts and principles including health promotion, prevention and protection and application of the Population Health approach. As a member of a multidisciplinary team, the nurse will work collectively with Directors, Managers and staff of the 3 areas of Horizon Public Health (Fredericton, Miramichi and Saint John) and may be involved with one or more Public Health programs; Healthy Families/Healthy Babies, Immunization, Communicable Disease, Sexual Health and Healthy Learners -to lead, facilitate and organize regional standardization and to create the harmonization of practices through a shared vision and strategic prioritization. 

QUALIFICATIONS:

  • Bachelors degree of Nursing. A relevant Masters degree is considered an asset.
  • A minimum of 2 years of Public Health experience in the last 5 years.
  • Canadian Nursing Association (CNA) Certification in Community Health Nursing is considered an asset.
  • Demonstrates (through learning/experience) knowledge and understanding of Population Health principles and their application to Public Health practice.
  • Demonstrates proficiency in MS Office Suite applications (Word, PPT, Outlook, Excel, and Publisher).
  • Demonstrates leadership skills and an ability to think, analyze and synthesize critically, strategically and creatively.
  • Demonstrates exceptional organizational and prioritization skills and efficient time and work management.
  • Demonstrates exceptional verbal and written communication skills: clarity, transparency and professional.

KEY RESPONSIBILITIES:

The Registered Nurse in this lead role is responsible to: 

  • Organize the Horizon program team: Lead, coordinate and guide the work of a Horizon regional program team(s); chair, schedule regular meetings, develop agenda; provide ongoing advice, guidance, support and collaboration to team members. Be the advisor and liaison for staff and internal and external partners /stakeholders. 
  • Facilitate the process of applying evidence informed decision making (research, data, government strategies and mandates) to determine program priorities, influence policy and make recommendations.
  • In collaboration with the team, develop regional goals, objectives, work plan, project charters, guidelines and processes in accordance with the strategic direction of Horizon Public Health and Office of the Chief Medical Officer of Health and based on the needs of communities.
  • Continuously monitor, audit and track progress and outcomes of the team work plan through development of dash board and indicators; and provide regular updates to team, Manager / Director.
  • Identify through community needs assessments, indicators and data collection, opportunities and ideas to improve the health of New Brunswickers through a population health approach; submits appropriate recommendations; develop project plans accordingly.
  • Incorporate an evaluation tool to evaluate the overall effectiveness and if goals and objectives are met.
  • Participate in a Public Health Emergency / Critical event response as needed.
