The Department of Education and Early Childhood Development (EECD) is seeking an Early Learning and Childcare Quality Assurance Monitor for the Early Childhood Development Division. 

Reporting to the Managers of Early Learning and Childcare, the main responsibilities of this position will be to monitor compliance and support early learning and childcare facilities in achieving and exceeding requirements of the Early Childhood Services Act and Licensing Regulation with the objective of ensuring the safety, security and well-being of children in care and enhancing quality of services.

The successful candidate will:

  • Provide guidance and assistance to applicants at initial licensing and operators at annual renewal in order to ensure compliance to all requirements under the Early Childhood Services Act and Licensing Regulation and all other associated legislation, in preparation for inspection performed by the Early Learning and Childcare Inspector.
  • Conduct unannounced, on-site monitoring inspections of early learning and childcare facilities in order to monitor and enforce compliance to legislation, to ensure the safety, security and well-being of children, to assess quality of services, to identify areas of improvement and to provide support and assistance to meet and exceed requirements; issue orders for compliance including corrective measures and deadlines, and evaluate level of risk.
  • Evaluate the implementation of the Curriculum Framework in order to increase pedagogical quality of learning, monitor through the use of assessment tools, and collaborate with operators, educators and Early Learning Consultants to enhance children's learning opportunities.
  • Support to investigations which includes making recommendation to the Early Learning and Childcare Investigator, Inspector and Manager regarding launching an investigation, the suspension of a license, and/or the issuance of a probationary license to those facilities that demonstrate high risk and chronic noncompliance, and recommendation for the reinstatement of a license.
  • Communicate effectively and collaborate with partners and stakeholders including; the Departments of Social Development, Justice and Public Safety, and Health; early learning and childcare operators, parents and municipalities.
  • Maintenance of records, statistical reporting, and liaison with Early Childhood Development provincial consultants and advisors.

ESSENTIAL QUALIFICATIONS: Bachelor's Degree in Education, Social Sciences, Criminology, Law or a related field and a minimum of three (3) years related experience.

An equivalent combination of training and experience may be considered.

Possession of a valid class 5 driver's license as issued by the Province of New Brunswick is also required.

Written and spoken competence in English and French is required. Please state your language capability

ASSET QUALIFICATIONS: Preference may be given to candidates that demonstrate one or more of the following asset qualifications:

  • Interpretation and reinforcement of legislation and/or conducting inspections;
  • Certificate of Completion - NB Early Learning and Child Care Curriculum Framework or the Curriculum éducatif pour la petite enfance francophone du N.B.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS: The following operational requirement is required:

  • Travel within the province
