JOB SUMMARY:
The Director of Planning and Infrastructure oversees the development, management, and implementation of strategic direction for addressing the Planning and Infrastructure needs of Sagamok Anishnawbek. The Director will lead a dynamic team of professional staff, technical specialists, and administrative staff in infrastructure planning for long term growth, state of good repair planning, including development and oversight of asset management frameworks, systems, and policies. The Director of Planning and Infrastructure oversees Roads, Water, Sanitation / Landfill, Public Building Maintenance, Community Infrastructure and Building Maintenance Services, Capital Planning, Capital Project Management oversight, and Fire and Emergency Response services. The position will work closely with other departments and key partners in collaborative planning for short- and long-term community and critical infrastructure development initiatives.
POSITION DUTIES:
Strategic Planning and Implementation
- Prepares 510-year long range strategic and capital plans and needs assessments to guide future development of infrastructure in Sagamok Anishnawbek.
- Ensures the maintenance of asset management systems and activities including the development of asset management processes, policies and plans that will assist the development of the annual and long-term capital development and maintenance schedules.
- Works closely with Senior Administrative Officer, Senior Management Team, and the Planning and Sustainable Development Committee/Working Group to support and inform the operational planning of short/long term goals and objectives for the Department.
- Oversee the creation, implementation, and evaluation of quality programs, services, and workplans for the Department.
- Provide technical expertise and input to effectively capture corporate project data, facilitate information gathering, and communicate with internal and external stakeholders.
- Responsible for the identification and management of risks and/or abatement(s) in all aspects of community infrastructure planning and development.
Financial Management
- Pursues funding through all available programs and sources to serve the capital and infrastructure planning and development needs and goals of Sagamok Anishnawbek, including identifying a range of options that meet the varied needs of Sagamok Anishnawbek
- Prepares annual budget, initiates, and monitors expenditures within approved budget limits and reallocates resources as authorized.
- Manage and allocate the Planning and Infrastructure operating and capital budgets efficiently to maximize operational effectiveness and seek to secure additional funding resources as required.
- Prepare RFPs for procurement of goods and services examines tender proposals to ensure that they meet specified needs and recommend action
- Maintain agreements on file, ensure documentation and processes are in line with current policies and procedures
Program and Policy Development
- Plans, organizes, and manages the infrastructure development, maintenance and improvement within the community, ensures that tendering policies and practices are in accordance with the Financial Administration Law and promote opportunity for qualified Sagamok Anishnawbek contractors, monitors contract work and implements corrective action as required to ensure that contract specifications and obligations are met.
- Ensure compliance with all relevant laws, policies, regulations, and industry standards to uphold the integrity of Sagamok planning and infrastructure operations.
- Supports the Planning and Sustainable Development Committee and Council in performing regular reviews of Planning and Infrastructure unit policies.
- Provides advice, research and analysis to staff, Council and its associated Committees to promote sustainability and effectiveness in the growth, management, and maintenance of planning and infrastructure unit services.
- Maintain and improve Quality Management systems to standardize and continuously improve the operations, programs and services, policies, procedure and standards
- Additional duties in support of Sagamok organizational, and community needs.
Human Resources and Operations Management
- Lead, mentor, and develop a high-performing management team to achieve outstanding results in all areas of Planning and Infrastructure development, maintenance, and property management, ensuring that all rental Planning and Infrastructure units undergo regular maintenance inspections and that the results of these inspections are properly captured to support maintenance planning and monitoring.
- Drive innovation within the Department by promoting a culture of continuous improvement and embracing new technologies or methodologies.
Communication, Collaboration and Partnerships
- Participates in collaborative approaches to program and service coordination with internal and external partners and stakeholders.
- Establish and maintain strong relationships with Sagamok members, key stakeholders, including funders, investors, partners, and customers, to support Planning and Infrastructure objectives.
- Represent Sagamok Anishnawbek at meetings, industry events, networking forums, etc., to enhance its visibility and credibility with partners and funders to the highest possible professional standard.
- Provides information and/or reports as required to the Senior Administrative Officer and to Chief and Council, community, and funders, and apprises staff of new initiatives and changes in policy and direction.
- Works with the Planning and Infrastructure Committee chair to facilitate the strategic Planning and Infrastructure planning process of Council and its Planning and Infrastructure Committee.
- Maintains Planning and Infrastructure systems, processes, forms, communications materials, and websites to ensure effective operations, integrity of protection of information, and positive member experiences.
- Ensures the Planning and Infrastructure Committee of Council is provided with secretariat services to plan, implement and document its meetings and decisions. Provides information and reports as required to support the planning, oversight, and decisions of the Planning and Infrastructure Committee.
TERMS AND CONDITIONS OF EMPLOYMENT:
- Must provide a negative Criminal Records Check (CPIC) that is valid within 6 months.
- Maintain strict confidentiality in accordance with policies established by Sagamok Anishnawbek.
- Exemplary communication skills, both written and oral with added value of strong public communication abilities.
- Ability to work flexible hours.
- Ability to perform complex tasks and to prioritize multiple projects.
- Knowledge and appreciation of Native Culture and Heritage are considered definite assets.
- Ability to gather data, analyze and compile information, apply sound problem solving.
- Must have a valid Ontario drivers License and have access to a vehicle for on the job use with appropriate liability insurance.
- Is subject to six months probation.
QUALIFICATIONS:
- Post secondary degree in engineering, construction management, project management or related technical field.
- Completed degree(s) from an accredited institution that are below the minimum education requirement may be substituted for experience at the discretion of the hiring committee.
- A minimum of 5-7 years of progressive leadership, with the ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
- A demonstrated record of successfully leading, influencing, and supporting organizational goals, projects, and mandates.
- Knowledge of applicable legislation, standards, policies and procedures within Indigenous community and governance area.
- Knowledge and understanding of institutional policies and procedures and the regulatory environment within which they operate.
- Anishnawbek language fluency is an asset.
