Duties: The Pharmacist will act as a subject matter expert throughout the design, development and implementation phases of the provincial pharmacy network. The Pharmacist will ensure that design specifications adhere to appropriate messaging standards that will ultimately result in person-specific, comprehensive medication profiles. A key accountability will also include providing detail to the process workflows that are specific to the practice of pharmacy in both community and hospital practice sites. The Pharmacist will be responsible for collaborating with team members to complete project management deliverables (e.g. deployment strategy, operational policy development). In addition, this leadership role will guide interdisciplinary team work between health and provincial IT professionals to ensure such critical success factors as end user acceptance (change management activities) and measuring the value of this e-health system to the province, are addressed throughout all stages of the project's lifecycle.

Qualifications: Candidates must be a graduate from a recognized School of Pharmacy, have five years of community practice experience and possess a current license to practice pharmacy in Newfoundland and Labrador. Applicants must have comprehensive knowledge of the provincial and national pharmacy environments and be proficient with computer software programs such as MS-Office. This position requires strong communication/facilitation skills including the capability to articulate technical issues and solutions to non-technical stakeholders. Extensive experience in change management and human dynamics, including building consensus among groups with differing priorities, are considered key attributes. Previous experience with complex IT projects and familiarity with health informatics messaging standards would be an asset. Knowledge of access, security and confidentiality standards and policies, as it relates to clinical data collection and administration in a health environment, is preferred.

The Newfoundland and Labrador Centre for Health Information was established by the Government of Newfoundland and Labrador to provide quality information to health professionals, the public, and health system decision-makers. Through collaboration with the health system, the Centre supports the development of standards and maintains key health databases, prepares and distributes health reports, and supports and carries out applied health research and evaluations. The Centre's mandate also includes the development of a confidential and secure Health Information Network that will serve as the foundation for the provincial Electronic Health Record.
