Duties:

Reporting to the Coordinator of Financial Services,  the Financial Services Officer ll is responsible for conducting financial analysis and providing financial planning advice to cost centre budget managers of assigned client departments.  Client departments for this position include Department of Finance, Nova Scotia Pension Agency, Nova Scotia Securities Commission as well as several public service votes.  Responsibilities include: reviewing, analyzing and compiling the monthly forecast submissions from cost centre managers; preparation of monthly forecast reports for senior management; ensuring ongoing budget control through analysis of the client's monthly operating and capital expenditures; preparation of departmental estimate details such as expenses, recoveries, revenue and funded staff; preparation of the Minister's annual budget briefing book; and providing financial analysis including comparative and historical analysis on a variety of projects.  The Financial Services Officer ll also provides training to the departmental budget managers to ensure accurate forecast and budget submissions, and meets with managers to provide ongoing assistance to them regarding financial issue resolution.

Qualifications:

Grade 12 plus three years post secondary professional accounting training plus five years related experience, or an acceptable equivalent combination of training, education and experience.  Preference will be given to candidates with a Bachelor's Degree in Business Administration or Commerce.  Sound knowledge of generally accepted accounting principles is required.  Knowledge of government financial policy and accounting procedures/reporting would be considered an asset.  Candidates must have: advanced analytical and problem solving skills, the ability to exercise considerable initiative and judgement; excellent organizational skills; the ability to communicate (verbal and written) effectively, knowledgeably and diplomatically with all levels of government staff; and the ability to exercise discretion in dealing with confidential and sensitive information. The candidate must be able to meet stringent deadlines under pressure, effectively manage multiple priorities and work independently with minimal supervision.  Must be proficient in Microsoft Office programs (Excel, Word and Powerpoint).  Experience in working with the Corporate Financial Management System (SAP), the Salary Analysis System (SAS) and Groupwise or similar applications would be considered an asset.  Your resume and cover letter should clearly demonstrate how you meet these qualifications.
