Description:

Objectives of the Position:

Provides expert appraisal advice in support of internal clients throughout the region. The incumbent develops and maintains an effective professional relationship with the real estate industry in order to maintain an awareness of market/industry trends and provides visibility and awareness of CMHC business lines. Provides pro-active, sound, client-focused, clear and pertinent consultative advice to assist clients in meeting their business need and assists in the delivery of the Professional Services function in the region.

Key Activities and Accountabilities:

  • Provides substantive consultation advice on appraisal assignments throughout the region, and keeps abreast of general market intelligence affecting valuations. Reviews, assesses and provides comments and property value assessments for CMHC business lines and their clients. Solicits and analyzes client feedback to ensure that the appraisal products are meeting their needs. Assists in developing solutions to client appraisal needs and issues.  Advice is often given in the context of real estate business activity.
  • Investigates, identifies and implements innovations to promote the ongoing improvement of appraisal products and services. 
  • Assists in the delivery, planning, and measurement for the Professional Services function in the region. Participates in goal setting, planning, budget, resource allocation, etc., processes related to appraisal services. 
  • Participates in rent analysis work on an entire project or a First Nation community or the preparation of benchmark rents and in some cases, heat and utility allowances, that apply to several First Nation communities. Prepares income thresholds and limits and maximum unit prices where CMHC continues to administer subsidized housing/portfolios and to provinces that have Social Housing Agreements in place.
  • Conducts property specific analyses and makes recommendations concerning analyzing major real estate projects of a more complex nature, often issue specific, in order to guide partners along their decision making process, with the particular and special assignments and recommendations being related to any of several areas, including multiple underwriting, retirement home and long term care facility underwriting, the development of recommendations for the preparation of workout plans related to portfolio management, and the marketing and sale of various real estate projects for default management and real estate. This including but not limited to provide full appraisal reports to internal clients. Provides scheduled market updates related to operating income, occupancy, expenses, supplies, demands, absorptions, investment returns, legislated funding changes for retirement facilities and long term care homes.

Qualifications:

Education/Experience: 

  • The ideal candidate will hold a University Degree in Business Administration (concentration Real Estate and/or Economics) and professional designation AACI or equivalent MAI, FRICS. Incumbent must be (or able to be) licensed to practice in New Brunswick and Nova Scotia. Five years experience in appraisals.  An equivalent combination of education and experience will be considered.


Knowledge/Skills:

  • Expert knowledge of appraisal theory and its practical application to valuation issues throughout the region;
  • Knowledge of mortgage insurance operations and processes: underwriting claims processing and real estate, market housing programs, export and research, and the National Housing Act and regulations.
  • Comprehensive knowledge of finance, investment analysis, the mortgage industry and mortgage insurance industry. 
  • Strong written, oral and interpersonal communication skills. 
  • Proficiency in the use of corporate computer systems - in particular, spreadsheet and data management applications; and, software used in the Appraisal profession.
  • Good planning, prioritizing and organizational skills. 
  • Strong research, analytical and problem-solving skills.
