As the renewal of the Nova Scotia Public Health system unfolds, we require an extraordinary individual with exceptional skills in public health competencies. Through collaboration with members of the public health system provincially and with key personnel at the district/shared service level, the incumbent will provide leadership, strategic direction and oversee the planning, implementation/delivery of local Public Health programs and services.

Position Summary:
This is a shared service position reporting to the three (3) Vice Presidents of Community Health for the: Colchester East Hants Health Authority, Cumberland Health Authority and the Pictou County Health Authority.
The Director is the lead position within the district/shared service area for public health and is responsible for the delivery of programs and services, advocacy and linkages of public health to the larger health care system. Public health programs and services are based upon a Population Health model, and employ a range of health promotion and primary prevention strategies to improve the health status of the citizens of the district/shared service area. The incumbent collaborates with senior district management, district community-based health managers and staff, and community partners/leaders in achieving a coordinated, comprehensive service at the district/shared service level. This position plays a pivotal role in providing advice and assistance on population health issues to the district health authorities. As the renewal of the public health system in Nova Scotia continues, it is essential to provide leadership and vision in realigning services within the overall fiscal framework of the district/shared service area. This requires expertise in planning, managing/supporting change & innovation, negotiation, Human Resources management, and budget management/realignment to achieve outcomes.
The Director is a member of the provincial Public Health System Leadership Team (PHSLT), providing leadership and direction to public health employees and working in collaboration with stakeholders across all levels of the public health system. The Director ensures that public health expertise in surveillance, health promotion, population health assessment, health protection, and disease & injury prevention is provided to stakeholders and clients.
Qualifications:
- Undergraduate degree in a health or related field, together with a Master’s degree in Public Health, Public or Health Administration or a related field, plus 5 Years relevant senior management experience is required;
- Prior Public Health experience would be an asset;
- An in-depth knowledge of Health Promotion, Population Health, Community Development models is required;
- Strong program planning, implementation, evaluation, knowledge of budget preparation/forecasting and HR Management is required;
- Excellent communication skills – written and oral, superior interpersonal skills with the ability to interact effectively with various individuals/groups, locally and provincially;
- Thorough understanding of the health system in Nova Scotia (i.e. the DOH, DHPP, DHA’s and CHBs) and the health reform agenda;
- Previous work attendance may be considered;
- An equivalent combination of education and experience may be considered for this position.
