Job Description:
Coordinates planning, organization, control, integration and completion of engineering projects within area of assigned responsibility. Plans and formulates engineering program; reviews product design for compliance with engineering principles, company standards, customer contract requirements, and related specifications. Evaluates and approves design changes, specification and drawing releases. Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems.
Performs as a member of the Shipboard Installation and Test Team for the Halifax Class Modernization program. Daily tasks and responsibilities will center on support our Maritime Advance Test and Training Site (MATTS), the Irving Halifax Shipyard and Canadian Navy Dockyard all of which are in the Halifax Regional Municipality.
Duties/Responsibilities: The Project Engineer is the primary point of contact and maintains responsibility for and authority over all Combat Systems installation and test assets, including government and contractor personnel. The Project Engineer reports to the Site Manager, Integrated Test & Evaluation (IT&E) Manager, Ships Commanding Officer and DND Shipyard Reps.
Specific Responsibilities Include:
- Preparing the preliminary availability installation plan
- Preparing/ presenting ship in-brief presentations
- Leading the development of the test plan, assembling input from involved agencies, ensuring it complies with all assigned objectives
- Responsible for identifying the test team members required to support all test events
- Responsible for coordinating the test team members on-site availability
- Coordinating the installation team Combat Systems presentations
- Reviewing the availability of Government Furnished Equipment (GFE) and SHIPALT/MOD kits, etc. planned for installation
- Ensuring the integration and compatibility with ship availability schedule
- Creating the Compartment Release Schedule
- Coordinating Sea Trial planning to ensure problem identification and resolution
- Determining funding requirements for installation team industrial support
- Determining resource requirements for supporting event
- Keeping Site Manager aware of all changes to test team resource requirements
- Being aware of and integrating impacts caused by maintenance work (Combat System (CS) and Hull, Mechanical and Electrical (HME)) into the Plan of Action and Milestone (POAM).
Required Skills and Qualifications:
- Bachelor's of Science Degree
- 8+ years of operational shipboard, shipyard installation/engineering, and/or combat system engineering and/or military/civilian technical training equivalent.
- 5+ years of management and/or team leadership experience.
- Working knowledge of Project Management tools and processes.
- 5+ years of Naval Operations domain experience.
- Must be a team leader with excellent verbal skills with the ability to communicate effectively with technical and non-technical members of the engineering/management staff and personnel assigned to related work.
Desired Qualifications:
- Direct experience with the Halifax Class ship or other surface combatant is highly desirable.
- Familiarization with Marine Systems is a plus.
- Subcontract management experience is a plus.
- Familiar with troubleshooting/repair practices and principles coupled with documented experience using standard test equipment (e.g., network analyzers and fiber optic testers) found in large-scale systems operational/engineering environment)
