Community Credit Union of Cumberland Colchester Limited is a progressive, co-operative financial institution with assets in excess of $80 million and branches in Truro, Bass River and Amherst. Community Credit Union is seeking candidates for the newly created, senior management position of Manager, Credit Risk Services to be based out of its Corporate Office in Amherst, Nova Scotia. Reporting to the CEO, the Manager, Credit Risk Services will be responsible for the prudent management and oversight of the credit union's personal, mortgage and commercial loan portfolios with respect to credit adjudication, credit recovery and risk assessment.
Key Areas of Responsibility:
Credit Adjudication
- Reviews loan applications and assesses credit risk for all loans exceeding Branch & lender approval limits and loans being referred to the System Credit Committee.
- Evaluates security, credit worthiness, loan to value position and ensures appropriate documentation relative to risk is prepared.
- Reviews and analyzes exceptions to loan policy; provides submissions of same to the Board for approval; ensures appropriate documentation and approval by CUDIC.
- Provides oversight to the annual review protocol for the commercial loan portfolio.
- Conducts the annual reviews for commercial loans referred to the System Credit Committee and those exceeding the limits of lending personnel.
- Assess and analyzes the loan portfolios to ensure compliance with Loan Policy and procedures is maintained.
Credit Recovery
- Ensures the collection of delinquent personal and commercial accounts is managed diligently and within established policies and guidelines. Initiates or recommends appropriate action to minimize risk and mitigate potential loss to the credit union. Reviews collection reports to ascertain status of collections and balances outstanding and to evaluate effectiveness of current underwriting policies and practices.
- Ensures the credit union's overdraft management process (personal and commercial) and practices are effectively managed. Reviews overdraft reports to ascertain status of balances outstanding to evaluate adherence to policy and that the risk to the credit union is mitigated.
- Responsible for overseeing the allowances for doubtful accounts (personal and commercial) and the monthly reporting on activities for these accounts; ensures a designated file system is established for allowance accounts.
- Recommends accounts for write-offs to the Market and Credit Risk Committee when all options for collection have been exhausted.
Risk Assessment
- Ensures appropriate risk-relationship pricing is in place; oversees the loan file maintenance (personal and commercial) to ensure standards of compliance are met; security is accurate and registered, and funds are appropriately disbursed.
- Ensures security integrity is maintained (personal and commercial).
- Oversees the Loans Policy; ensuring all lending activity is compliant to established policies and procedures. Provides recommendations on the establishment of new or revision of existing (personal and commercial) loan policies, practices and procedures to appropriately manage the credit risk.
- Reports to the CEO on overall credit quality, the risk assessment of the lending function and recommends appropriate action.
- Keeps abreast of new developments in lending field, changing CUDIC requirements and government regulations.
- Oversees the development and maintenance of the Loans Procedures Manual.
Skills, Competencies & Attributes:
- Strong analytical and problem solving skills
- Ability to communicate effectively orally and in writing with credit and non-credit professionals
- Exercises sound judgment and decision making to optimize risk
- Software proficiency in Microsoft Word and Excel
Qualifications and Experience:
- Bachelors Degree with an emphasis in Business or Commerce
- Ten years experience in personal and commercial credit and collections with a financial institution
- 3-5 years supervisory experience
