Duties

Reporting to the Manager of Budgets and Results, the Grants Coordinator is the primary liaison between the Department of Community Services and 80 plus non-profit community based service providers that receive grant funding. The primary purpose is to support the continued and enhanced operations and accountability structures of these organizations who form an important component of the province's social safety net. This position provides strategic advice to Senior Executive with respect to funding and other related issues of these organizations.  The Coordinator is accountable for the analysis, approval of payments and monitoring of nearly $10 million in grant allocations.  H/she evaluates agency business practices to ensure operational and financial performance are in accordance with departmental policies and standards; undertakes program audits and provides recommendations for continuation/denial or entering into alternate funding arrangements with agencies. The Coordinator develops innovative approaches to service provider relationships, balancing the need for consistency with the individual client/service provider needs.  Flexibility and ingenuity are required when negotiating agreements to  balance the needs of the client, service provider and government's interests.   The Coordinator works in collaboration with service providers to ensure knowledge of their programs, their funding arrangements, financial position and the ability to e respond to ever changing funding requirements.  Advises senior management on funding requests and  alternative opportunities at the provincial, federal and municipal levels. 

Qualifications

Bachelor's Degree preferably in Commerce/Business with a major in Finance plus 5 years related experience; or equivalent combination of training and experience.  The successful candidate will possess superior negotiation skills, excellent interpersonal and  communication skills (both written and verbal) and experience in speaking to large groups.  Ability to facilitate a positive relationship with service provider agencies (Non Government Organizations) and a understanding of their role and function is required. As well, expertise in the areas of GroupWise, word processing, spreadsheets and presentation software are considered assets. The ideal candidate will have extensive working knowledge of acts, legislation, regulations, policies and procedures of the Department of Community Services. A combination of budget and financial management as well as program management background and experience are considered essential.

Offer of employment is contingent upon the successful candidate passing appropriate background checks.

Classification Range:   PR 13

Salary Range: $51,607 - $62, 733
