This is a bargaining unit position restricted to current civil service employees represented by Nova Scotia Government Employees Union. Duties:

The Financial Services Officer II, under the general supervision of the Manager of the Canada/Nova Scotia Infrastructure Agreements, is responsible for the maintenance and integrity of financial accounting and reporting for various grant and contribution programs for the Grants and Programs Section of Municipal Services.  In particular the incumbent will provide support for the financial management of the Canada/Nova Scotia Municipal Rural Infrastructure Fund (MRIF), Building Canada Fund - Community Component, and the Federal Gas Tax Programs.  The successful candidate will maintain a computer based financial accounting system, process individual project claims, produce periodic schedule and expenditure status reports, produce financial and statistical reports designed to meet requirements of the various programs, requisition cheques from the Department of Finance, prepare and submit recovery claims and audited financial reports to the federal government on a regular basis and maintain appropriate files and records to enable the extraction of information for reconciliation of funds expended to funds available and the provision of acceptable records for auditing purposes.

Qualifications:
 
Grade 12 plus three years post secondary professional accounting training and five years accounting related experience; or an acceptable equivalent combination of training and experience.  Candidates must have a high level of proficiency in the use of standard computer-based accounting and database management software, including the ability to design and produce financial reports tailored to meet the needs and preferences of senior management.  Experience in multi-level government programs and working with federal and municipal financial staff is required.  Excellent communication, interpersonal and organizational skills are necessary.  Knowledge of Provincial Government accounting systems and procedures and municipal government operations, as well as experience in database applications would be a definite asset.

Classification Range:   TE 22

Salary Range: $44,201 - $51,981
