Project Engineer
(Full Time Position)
The Long Lake Project is a unique joint venture of two companies with a shared vision for oil sands development - OPTI Canada Inc. and Nexen. Each company brings a distinct skill set, background experience and perspective to the project. Together we make an innovative and exciting team, collaborating on a truly new type of oil sands development.
The Long Lake project is located approximately 40 km southeast of Fort McMurray, Alberta. The lease is estimated to hold approximately six billion barrels of bitumen. OPTI and Nexen have a 50/50 joint ownership of the lease and plan to produce 70,000 bbl/d of bitumen using steam assisted gravity drainage (SAGD) and upgrade it to approximately 60,000 bbl/d of high quality synthetic crude oil using the patented OrCrude (TM) process, combined with conventional hydrocracking and gasification technologies.
Relocation to Fort McMurray is required for this position.

Roles and Responsibilities:
- Support OPTI Upgrader operating objectives
- Be flexible in role willing to assume other roles as commissioning, start-up or business needs arise
- Maintain and refine Project execution and Capex / Opex management systems and programs
- Technical, project and construction deliverables
- Planning and execution support
- Ensure on time, on budget quality deliverables for non-routine, routine and deliverables
- Oversee and ensure that any contractors assigned to your responsibility meet quality, cost and schedule targets
- Develop, review and maintain engineering standards and specifications
- Support Capex / Opex program KPI’s. Identify gaps and recommend corrective action
- Support safety programs and infrastructure.
- Support the build up of staffing, procedures and other infrastructure for readiness to operate
- Support the project as required with plant site commissioning and start-up
- Input to safety, operability and maintainability issues
- Vendor and contractor QA surveillance
- Oversee and ensure that any contractors assigned to your responsibility meet quality; cost and schedule targets
- Identify deliverables from the project required for operation and help ensure they are delivered to operations
Qualifications:
- A degree in engineering with APPEGA registration or eligibility for registration is highly desired. A certified engineering technologist with education equivalent experience and supplemental training will be considered
- Versed in current statutory regulations, industry standards and recommended practices and a practical sense in applying such references
- Versed in practical application of best practices such as PMI and CII are desired
- Must be capable of both project and program management. Simultaneous multi-project execution and budget development capability is desired
- Technical strength coupled with good people skills, good planning and execution drive to meet quality, cost and schedule targets
- Able to help develop new systems and infrastructure
- Able to take direct action and coordinate the development of design basis, scope, estimates, schedules and construction work packages is required.
- Must have strong PC skills and polished, professional written and verbal communication
Required experience and understanding of safe work systems including but not limited to:
- Work permits, Lock out tag out, MOC and PSSR’s
- Plant based project management and execution
- Practical knowledge related to construction, equipment & systems design, installation and reliability & maintenance
- 5 - 10 years plant site experience in an Upgrader, oil refinery or similar hydrocarbon industry
- 3+ years in a plant based multi-project engineering role
- Demonstrated experience in hands-on support of operations, technical and maintenance work teams
Preferred Experience:
- Plant systems and equipment experience for an Upgrader, refinery or petrochemical plant
- Equipment and system knowledge and experience should include specification, purchase, installation, maintenance and trouble shooting of;
- Rotating equipment
- Stationary equipment
- Fired and heat transfer equipment
- Basic process design
- Piping design
- Instrumentation
Desired Unit Knowledge:
- Crude & Vacuum
- De-Asphalters
- Thermal crackers
- Hydrocrackers
- SRU
- Utilities & Off Sites
- Good knowledge of various craft and engineering discipline functions within a plant environment
