Background
The project includes the implementation of a software product, methodology, as well as training, installation, configuration, and support services.
The client is looking to contract the services of a technical architect to represent them in the implementation of the new provincial workload measurement system. It is expected that the resource will be required to assist the Project and Enterprise Architecture teams in the development of technical, application and process deliverables.
Scope
The Technical Architect will:
- Fulfill the role technical architect in the implementation of a new workload measurement system for the province and its regional health authorities;
- Be responsible for leading the development and acceptance of several key project deliverables;
- Work with the enterprise architecture team to ensure that the enterprise architecture is being supported by the new workload measurement system, and;
- In order to sustain full-time employment, in the later stages of the project, the resource may be asked to use the same skill set to fill minor roles in parallel related projects.
Qualifications Resource should have the following experience:
- Experience in developing technical/application/data architectures, frameworks and strategies, either for an organization or for a major application area, to meet the business and application requirements;
- Experience in analysis and evaluation of alternative technology solutions to solve business problems;
- Experience in projects that are provincial in nature which must adhere to a provincial vision and strategy;
- Experience in projects that have implemented WEB based solutions;
- Understanding of basic principles of information security and ability to architect application solutions to meet the security needs of GNB;
- Experience in security relating to data confidentiality and client privacy as they relate to application design and development;
- Experience with workload management in a hospital setting would be an asset.
- Experience with hospital information systems would be an asset;
- Experience in Department of Health projects involving Regional Health Authority (RHA) implementations would be an asset.
Mandatory Education/Experience:
- A university degree in Computer Science or similar discipline is preferred but an equivalent combination of education and experience may be considered;
- 4 years or more of recent experience in programming and system design;
- At least 6 years of IM/IT experience.

- MS-SQL 2005
- JDBC and ODBC
- OO Design Principles and Tools
- LDAP and/or Active Directory
- Experience in projects involving the integration of systems using standards-based messaging, such as the HL7 standard;
- Experience using HL7 messaging or HL7 certification would be an asset.
- Experience in the configuration and programming required in an Integration Engine environment (Rhapsody, JCAPS, Biztalk, etc);
- Experience using Sharepoint.

- Liaise with the departmental, regional health authority and vendor technical staff as required
