Reports to:    Section Leader: Environment & Community Relations

Purpose:

The focus of the Fort McMurray Regional Office is the regulation of the mineable oil sands sector. The primary function of the incumbent will be to review and address the air-related aspects of mineable oil sands projects at all stages of their life cycle. The incumbent will work with program managers, engineers, and other scientists and technologists during these assignments. The incumbent may also work with Board members, senior Board staff, other ERCB offices and provincial and federal regulatory departments, depending on the complexity of the tasks assigned.

Responsibilities/Duties:

As an environmental scientist in this regional office, you will become an experienced generalist with an in-depth knowledge of the air-related aspects of several mineable oil sands facilities. Your responsibilities will include:

  • Assist with the review of all major applications including hearing preparation, hearing attendance, and subsequent regulatory steps, especially with respect to air-related issues
  • Develop air-related action plans for existing and new oil sands mine related approvals
  • Participate in regional multistakeholder group activities in a professional, effective, and committed manner with the aim of developing appropriate standards, policies and procedures
  • Monitor mineable oil sands operator performance with respect to conditions of approval
  • Respond to site-specific incidents, and work with other specialists within the ERCB and within the mineable oil sands sector to develop long term standards of performance
  • Within a multi-disciplinary team approach, review and revise existing regulatory approaches and develop new regulatory approaches to managing the air aspects of mineable oil sands operations

Overnight travel may be required.

Qualifications:

As the ideal candidate, you will possess a minimum of four years of directly relevant experience in addition to a Bachelor degree in an environmental or engineering discipline. Your experience will also include:

  • Ability to collect, analyze and manage air-related data in a database environment
  • Have training and familiarity with air emissions dispersion modelling methods and analysis
  • Be familiar with air emissions issues and effects including:
    • Acute and chronic human and animal effects
    • Soil and water acid deposition effects
    • Nitrogen eutrophication effects
    • Secondary pollutant issues (ozone and fine particulate matter)
  • Be familiar with air contaminant emissions sources and emissions management approaches
    • Flaring and venting management
    • Best/appropriate technology for source control of  SO2, NOx, and other air contaminants
  • Well-developed organizational and analytical skills
  • Excellent planning and organizational skills
  • Experience in the coordination of projects from inception through to implementation
  • Strong interpersonal skills and an ability to interact with stakeholders at all levels
  • Superior writing skills demonstrated by the ability to prepare documents ranging from letters to complex reports
  • Familiarity with ERCB processes, GIS and/or oil sands operations is an asset.
